Best Value construction Services Task Order Contract (TOC). The US Property and Fiscal Office for New Jersey will be soliciting proposals for a multiple award, multiple year maintenance, repair and contruction service contracts. Task orders will be issued to TOC contractors based on the low competitive price or a combination of price and other factors (best value judgments) in accordance with FAR 16.505. Task Orders may be issued for a period of one (1) year from the date of contract award, with option to extend contracts for four (4) additional years. Task orders shall not exceed a cumulative amount of $20 million to any one contractor; and an individual task order shall not excceed $2 million. Source selection procedures in accordance with DFAR Part 215.605 shall be utilized for the basic TOC. Significant evaluation criteria for the basic contract in descending order of importance are: (1)Project Management ability with an emphasis on key management staff, quality control plan, financial capability and technical support staff; (2)Company experience; (3) Location in relation to the work-site.
