sole source basis with Northrop Grumman ESCO, Baltimore, MD. This
acquisition is for a consolidated mission sensor support and services
contract for the Defense Meteorological Satellite Program (DMSP).
Included in this acquisition are hardware and software support &
services for the following mission sensors: Operational Linescan System
(OLS)_Northrop Grumman, ESSS, Baltimore, MD Multi-Spectral Upgrade for
three OLS sensors (MOLS)_Northrop Grumman, ESSS, Baltimore, MD
Microwave/Imager (SSM/I)_Raytheon Information Systems Company, Aurora,
CO Microwave/Imager, Temperature/Humidity Sounders (SSM/IS,
TW)_Aerojet Electronic Systems, Azusa, CA Ultraviolet Limb Imager
(SSULI)_Naval Research Laboratory, Washington, DC Ultraviolet
Spectrographic Imager (SSUSI)_John Hopkins University/Applied Physics
Lab, Laurel, MD Magnetometer (SSM)_Air Force Research Laboratory,
Hanscom AFB, MA Ionospheric Electron Sensor (SSIES)_Air Force Research
Laboratory, Hanscom AFB, MA Precipitating Charged Particle
Spectrometer (SSJ)_Air Force Research Laboratory, Hanscom AFB The
required support includes, but is not limited to the following efforts:
Maintain/sustain sensors on the ground & on-orbit; upgrade 3 OLS
sensors for multi-spectral capability (MOLS); provide sensors to
spacecraft integrator for launch; provide support for integration,
test, launch & early orbit check-out; perform studies to enhance or
improve the system; maintain the On-Orbit Technical Support Unit
(OTSU); provide support to maintain sensor software code; perform
studies for improvement to sensor code; provide software support to
associate contractors including the Air Force Weather Agency (AFWA) and
the Fleet Numerical Meteorology and Oceanographic Center (FNMOC). The
proposed effort involves work at a classification level of SECRET and
below. A cost type contract is contemplated. The period of performance
for the proposed effort is seven months with four annual options of
twelve months each. For planning purposes, the Request for Proposal
(RFP) will be released approximately 03 September 1999. For more
information, please consult the previous Request for Information (RFI)
CBD announcement which was released 5 Feb 99, or the Sources Sought
Synopsis CBD announcement, dated 19 Apr 99. The period of performance
is 1 May 2000 through 30 November 2000 with up to four options through
30 November 2004. The letter of concurrent fact-finding will be
released approximately 15 days or more from the date of this notice.
