This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Specifications for a Swing Joint Joint assembly, as used in these specifications includes hubs/flanges, seals, any clamps, and bolting that make up a complete connection. 1) Joint assemblies shall be suitable for use with air at the conditions shown on the accompanying picture. 2) Joint assemblies shall be capable of mating to the facility s existing pipe (see accompanying picture), without modification to the pipe or the addition of adapters. 3) Where not explicitly specified on the accompanying picture, joint material shall be weld-compatible to the material of the aforementioned pipe. 4) Joint assembly components shall be accompanied with a material test report, certifying their compliance to the ASME material specification. 5) Joint shall designed, built, and tested in complete compliance with ASME B31.3, Process Piping, for normal fluid service, except where noted otherwise in these specifications. 6) Any welds shall be 100% radiographed, and the test results (films, etc.) supplied with the joint. 7) The joint assembly will be field-insulated, by the Government, with approximately 3 of ceramic blanket. 8) The joint assemblies shall perform without degradation, with facility heat-up and cool-down times not less than 1 hour. 9) The joint shall be designed such that the time to disassemble, rotate, and re-assemble it, is minimized. Ideally, this time should not exceed 8 hours. 10) The vendor shall supply thorough assembly/disassembly instructions with the joint assemblies. 11) The joint assembly shall be capable of withstanding the imparted loads shown on the attached picture, without leakage, permanent deformation, or degradation of any kind. 12) The vendor shall supply 5 buttweld hubs, 1 blind hub, 2 high temperature/high pressure seals, 1 ambient conditions seal, 2 clamp/bolt sets for the high temperature/high pressure joints, and 1 clamp/bolt set for the ambient joint. Additionally, the vendor shall supply a total of 6 spare seals for the high temperature/high pressure joints, 2 spare seals for the ambient conditions joint, a spare set of bolting for the ambient joint assembly, and a spare set of bolting for a high temperature/high pressure joint assembly. Also, please refer to the drawing attached hereto and made a part hereof. The provisions and clauses in the RFQ are those in effect through FAC 97-10. This procurement is a total small business set-aside. The SIC code and the small business size standard for this procurement are 3494 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to The NASA Glenn Research Center is required within 35 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by September 1st, 1999 by close of business at 4:30 P.M., and may be mailed or faxed to Dennis D. Pehotsky at the NASA Glenn Research Center, 21000 Brookpark Rd., MS 500-319, Cleveland, Ohio 44135, and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. (NOTE: NO PHONE SOLICITATIONS WILL BE ACCEPTED, NO EXCEPTIONS!) Quoters are encouraged to use the Standard Form 1449. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b).
