combined synopsis/solicitation for commercial items. This announcement
constitutes the only solicitation; quotations are being requested for
this Request for Quotes, RFQ-99-2600. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-13. This solicitation is 100 percent set-aside
for small business. The Standard Industrial Classification Number is
3812 and the Business Size Standard is 750 employees. Description: 1 EA
TCAS-201 Ramp and Bench Test Set, and 1 EA ATC-601 Mode S/A/C
Transponder test set or equals as follows: 1. TCAS Test Equipment shall
simulate the airborne environment to perform many of the required tests
for Supplemental Type Certification (STC) as defined in the Draft Air
Circular20-131, dated April 27, 1990. The unit shall allow
verification/certification of proper operation of an aircraft's TCAS
installation. The TCAS Test Equipment shall provide the capability of
monitoring the TCAS interrogations (displaying decoded
information/communication data) and generating ATCRBS or Mode S replies
that simulate threat aircraft for bearing accuracy checks. Programming
flexibility of the TCAS TEST Equipment shall allow the operator to
exercise and generate Traffic Advisory(TA) and resolution Advisory(RA)
alerts. The TCAS Equipment shall be environmentally packaged to
operate in all weather conditions and protected against the shock and
vibration encountered during ramp testing. The TCAS Test Equipment
Shall have; a. SurveillenceMonitor displays Mode S or ATCRBS
interrogations, b. Measure power /frequency of interrogator, c. 10
selectable/programmable scenarios, d. LCD Graphics Panel or better, e.
Self test function, f. All accessories required to operate the Test
Set completely,g. Capable of running on self contained rechargeable
batteries for a minimum of 1.25 hours, h. Operating and
Service/maintenance manuals. 2. Mode S Transponder Test Set shall
perform the ATC transponder test required by the revised Federal
Aviation Regulations for Modes S, A, and C transponders. The Test SET
shall have a comprehensive "auto test" function which allows the
operator to verify and certify the operation/installation of the Modes
S/A/C transponders with little or no intervention once the test has
been commanded. The Test Set shall be environmentally packaged to
operate in all weather conditions and protected against the shock and
vibration encountered during ramp testing. The Test Set shall have; a.
Accurate measurements of transponder transmitting frequency for
limited bench testing, b. Reply video provided for bench applications,
c. Comm connector,d. Battery back up memory, e. Backlit display, f.
LCD display or better, g. Environmentally sealed membrane keypad, h.
Capable of running on self contained rechargeable batteries, i. All
accessories required to operate the test unit completely, j. Self Test,
k. Operating and service/maintenance manuals. Prices shall be fob
Redmond, Oregon. Offerors must comply with all instructions containedin
FAR 52.212-1, Instructions to Offerors -- Commercial. The following
additional FAR provisions and clauses apply; 52.212-2, Evaluation --
Commercial Item, the Government will award a contract resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government, price
and other factors considered. The following factors shall be sued to
evaluate offers: technical capability of the item offered to meet the
Government requirement, past performance, and price. If bidding an "or
equal" the technical evaluation will include examination of such
things as product literature, technical features and warranty
provisions. FAR 52.212-3 Offeror Representations and Certifications --
Commercial Items shall be submitted with the offer. Clause 52.212-4
and 52.212-5 are also applicable to this solicitation. Offers are to be
