synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
No. RFP R1-99-20 is issued as a Request for Proposals. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 97-12. This solicitation is
not restricted to small businesses. The standard industrial code (SIC)
for this procurement is 3823. This contract will be a firm fixed-price
contract. The cost range of this procurement is between $250,000 and
$500,000. Description of the project is as follows: The USDA Forest
Service, Northern Region, intends to acquire portable field data
recorders. All equipment shall be delivered to USDA -- Forest Service,
Northern Region, Attn: George Lightner, 200 East Broadway, Missoula,
Montana 59807. This solicitation will identify items with "brand name
or equal" descriptions. Such identification is intended to be
descriptive, but not restrictive, and is to indicate the minimum
quality and characteristics of products that will be acceptable to the
Government. ITEM 1 -- Field Data Recorder, Pro 4000 Field Computer
manufactured by Juniper Systems or equal that meets the following
salient characteristics: Processor -- 486 Processor; Operating System
-- MS-DOS 6.22; upgradeable to new versions of MSDOS or Windows CE;
Clock Speed -- 33/66 MHz, 16 bit AT bus; Disk Storage -- 8 M solid
state disk for internal program and data storage (fully read/write
compatible); PC card slot accepts standard PC 2.0 Type I or Type II
memory cards and Type II input/output cards (user accessible); Internal
Memory -- 2 M low power RAM for program execution; Software Included --
DOS Shell, Text Editor and Communication Program; GPS real-time
differentially corrected mapping and navigation software, to use in
conjunction with GPS receivers; Physical Specifications -- Weight less
than 3 lbs.; Operating temperature: -20 to +125 F (-29 to +50C);
Storage temperature: -20 to +140 F (-29 to +60 C); Rugged, sealed case
(waterproof design, submersible in water & shockproof, can withstand
a drop onto concrete); Serial Ports -- Two 9 pin RS-232C ports, 50 to
115.2 Kbaud transfer rate (selectable); standard 16550 UART; Display --
High contrast EL black and white LCD with extended temperature range;
CGA graphics, Virtual window for full screen panning, 25 lines by 80
characters; Backlight and heater standard; Power -- Rechargable NiCad
packs (field replaceable); optional alkaline battery pack; Features
battery voltage indicators and warnings; Clock -- Internal
battery-backed clock/calendar, Y2K compliant; and Certifications -- FCC
Class B, CE Mark approved. Quantity of Units is 120. The Government may
or 10 more or 10 less than the stated quantity, depending upon the
price per unit. ITEM 2 -- Field Data Recorder; HP200 Field Computer
(Handheld System) or equal that meets the following salient
characteristics: Processor -- Intel 80C186 CPU, running at 7.9 Mhz. DOS
version 5.0 or equivalent: Memory -- 4 M RAM base system (part number
'F1216A'); 3 M ROM; PCMCIA version 2.0 card slot; read and write to
flash disk cards; Display -- LCD CGA 640 by 200 display with 25 lines
by 80 characters; Keyboard -- QWERTY layout; separate numeric keypad;
function keys; software application keys; Input/Output -- 9 pin RS-232C
interface for connection to devices; PCMCIA version 2.0 plug in card
slot; HP F1021 B Connectivity pack for file transfers between an HP 200
LX and a DOS compatible PC; Software Applications -- MS-DOS 5.0; lotus
1-2-3 release 2.4; data communications; datebase; filer; application
manager; system macros; setup utility; Power -- two 1.5 volt AA main
batteries; one 3 volt CR2032 coin cell backup battery; optional 1.5
volt AA rechargable batteries; optional adapter (HP 1011 A available
for powering unit and recharging NiCd batteries); and Physical
Specifications -- Rugged, sealed environmental case (waterproof &
shockproof); operating temperature 0 to 40 C (32 to 104 F); storage
temperature 0 to 60 C (32 to 140 F); humidity 90% relative at 40 C
maximum. Quantity of Units is 45. The Government may or 10 more or 10
less than the stated quantity, depending upon the price per unit.
Agriculture Acquisition Circular 452.211-71, Equal Products Offered,
include the following in any proposal if other than brand name or equal
is proposed, "Item No.; Brand-new or equal product identified by the
Government in this solicitation; Offered product name; Catalog
description or part number; Manufacturer's Name; Manufacturer's
address. The Offeror shall include all commercial warranties that it
would offer to the general public in customary commercial practice for
the intended use of the item(s). The Government will award a contract
to the responsible offeror whose offer, conforming to the
solicitation, is most advantageous to the Government; price and other
factors considered. The following factors will be used to evaluate
offers: (1) Past Performance (quality, customer satisfaction, cost
control, business relations and timeliness of performance); and (2)
Price. Price is of less importance than past performance, however, the
importance of price may become greater as the difference between past
performance decreases. Where past performance is determined to be
substantially equal, cost will determine award. Award may not be made
to the lowest price. Offerors should provide a listing of related major
contracts completed in the last three (3) years (include project name,
project amount, contact person and telephone number). The following
clauses/provisions apply to this acquisition and are hereby
incorporated by reference: 52.212-1, Instructions to Offerors --

Offeror Representations and Certifications -- Commercial Items. Offeror
shall include a completed copy of this provision with their proposal;

Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items. Offers, including all technical
data required, signed Standard Form 1449 -- Solicitation/Contract/Order
