encourage the commercial development of space through the promotion of
new ventures and the development of new space technologies, the
Commercial Remote Sensing Program (CRSP) Office is seeking qualified
offerors to technically collaborate on validation of remote sensing
applications for several resource and environmental discipline areas.
Until recently, remote sensing and related technologies have
traditionally been the tools of scientists and government agencies.
With the expanding use of high-resolution satellite and airborne
digital imagery to populate Geographic Information System databases,
industry has begun to adopt remote sensing for a broad range of
applications. This activity has resulted in a significant interest and
investment in remote sensing and related technologies. Several US
companies are planning to offer high-resolution satellite imagery
within the next few years. Since 1987, CRSP has been operating
public-private partnership programs for the co-development of
applications and technology with US companies. CRSP is challenged to
serve as a pathway between the development of new remote sensing and
geospatial technologies and their infusion into a commercial market. In
order for any collaboration with CRSP to be successful, an offerer must
fully fully understand: 1)the overall remote sensing applications
challenges involving the infusion of remote sensing and geospatial
technologies into a commercial market, and 2) every facet of the remote
sensing/geospatial information market relating, in the first phase, to
agriculture, from product inception to testing to market acceptance
and use but eventually involving other resource and environmental
disciplines. An initial broad-based experience in agriculture is
essential, but the broad-based experience must extend in later phases
to other areas including forestry and educational outreach. Because
CRSP has access to various corporate business plans and proprietary
information, technical collaboration is sought only from not-for-profit
offerors to ensure there is no perception of competition or conflict of
