Request for Quotation (RFQ) for As part of its Lithium Polymer Battery
Development Program, the Electrochemistry Branch (5420) of the Power
& On-Board Propulsion Technology Division at the NASA Glenn Research
Center is interested in evaluating the specific chemistries and
technical approaches that have been under development by Dr. Nagubandi
at Binrad Industries, Inc. The chemistries, approaches and
methodologies of interest here are unique to the expertise, programs
and experience that exist within Binrad Industries, Inc. Additional
chemistries and technical approaches are being evaluated under separate
contractual programs, with the overall objectives of assessing
technical feasibility and developing advanced materials for electrical
energy storage systems to meet future NASA mission requirements. The
thrust of this proposed six-month effort is to initiate the development
of advanced solid polyelectrolytes (SPEs) for use in rechargeable
lithium-based batteries. The objectives are to optimize and to evaluate
the electrochemical performance of a novel class of fluorinated and
functionalized polyelectrolytes which have been under recent
development by the investigator. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to
purchase the items from Binrad Industries, Inc., Congers NY. The
Government does not intend to acquire a commercial item using FAR Part
12. See Note 26. Interested firms have 5 days from the publication of
this synopsis to submit in writing to Dr. Richard Baldwin, MS 309-1,
(216) 433-6156, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 5 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
