751-3387 Fax (312) 751-4923 DESC: The U.S. Railroad Retirement Board
(RRB) seeks sources to provide software for an intranet-based
information distribution system to replace our current mainframe-based
system. The package(s) offered should have the characteristics and
capabilities described below. Companies having the ability to furnish
this software are requested to provide written notification (including
telephone number for a point of contact). The written notification
must contain detailed data about the software, price, provisions for
conversion of the procedure documents currently stored on the mainframe
to the intranet, whether software can run on an NT server or mainframe
OS 390, and whether a test period is possible. The notification should
be sent to the processing office in this notice within 15 calendar days
from the date of this synopsis. The RRB is a Federal agency with
approximately 1,200 end users, 60 of which are procedure and
information writers. The RRB's current documents are stored and viewed
electronically through a mainframe product called TextBOOK by Document
Sciences Corporation. The majority of the documents are procedural
based used to administer the agency's benefit programs. The documents
are text only. Graphics are not part of the current online
presentation. The source documents are stored in the TextBOOK database
in SGML. The documents use just under 500 megabytes of storage. The
documents are organized into libraries, manuals, chapters and sections.
Information on how suggested products perform the following functions
and exhibit the following characteristics is required: 1. Search
function. * Search on single and multiple words. * Ability to limit
search to a specific document(s). * Search on parts of words and long
phrases or sentences. 2. Print function. * Flexible to print as little
as a sentence to as large as a whole document. * Print viewer selected
highlighted areas. 3. Allow for the integration of graphics into the
text. 4. System generated highlights of latest revisions to the
documents and display revision dates. 5. Bookmark function. 6. Viewer
can annotate document for personal use. 7. Provide for ease of
navigation by displaying a menu, outline or hierarchy of documents. 8.
Allow for the setting of hypertext links between documents. 9. Online
help or training function. 10. Pend or staging area to review and edit
information imported to the intranet before it can be viewed by all.
11. Multiple author environment which permits intermittent updates. 12.
Accept varying levels of WordPerfect and Word additions and updates.
13. System generated menu for the initial conversion and as documents
are added, changed or deleted. 14. Access to view documents can be
limited to authorized users or groups. 15. Allow certain documents on
our Intranet to be viewed by the public from our Internet site
(security issues, storage/retrieval issues). 16. Does product allow for
future expansion? For example: * Search across multiple file servers,
allowing users to access networked data throughout our agency (e.g.,
data from our imaging system, memos). * Track documents (workflow). *
Maintain a document history (log of every activity performed on a
document). * Incorporate Department of Defense standard DOD 5015.2-STD,
the Design Criteria Standard for Electronic Records Management Software
Applications. Upon written request, the RRB will provide a document
detailing the current software and hardware in use at the RRB. Requests
may be submitted to the address identified above or faxed to

described below. Companies having the ability to furnish this software
