Environmental Protection Agency (U.S. EPA) intends to award a firm
fixed price purchase order using the Simplified Acquisition Procedures
of Federal Acquisition Regulation (FAR) Part 13. THIS REQUIREMENT WILL
BE PROCURED UTILIZING SMALL BUSINESS SET-ASIDE PROCEDURES WITH A SIC
CODE OF 8999 ($5 million)! This is a synopsis (RFQ-DC-99-00103) for
services in accordance with the format in FAR Subpart 13.1, as
supplemented with additional information included in this notice and
the RFQ. STATEMENT OF WORK: Scope: The purpose of this purchase order
shall be to provide facilitation and organizational support to the EPA
in identifying and capturing in natural language the business rules
that will support an Agency policy and related data standard on
facility identification and registration. Specifically, this purchase
order shall identify the specific policies and rules that will govern
the build out, population and operation of the Facility Registry System
(FRS). This purchase order shall also assist the Agency in determining
the most effective tool for capturing business rules and providing for
future traceability. QUOTATION SUBMISSION INSTRUCTIONS: (1.)
Contractors shall prepare a succinct written proposal that addresses
each task described in the Statement of Work, a schedule of
deliverables and a budget. As a guideline, proposals (not including
resumes) should be fewer than 10 pages, however, contractors shall not
be penalized for exceeding 10 pages; (2.) Contractors shall include a
budget that documents the projected expenditures by task clearly
displaying wage rates, labor hours, Other Direct Costs, and any
anticipated travel expenditures; (3.) Contractors shall provide
supporting documentation that: 1) supports their ability to perform
these tasks; 2) provides resumes of the personnel proposed for
assignment to the project, 3) provides 3 references (valid contact
names and phone numbers) that can be contacted to support past
performance of similar work. AWARD EVALUATION CRITERIA: All submissions
will be evaluated on the following evaluation criteria, which is listed
below in descending order of imporance: Factor 1: Experience in
capturing and documenting business rules; Factor 2: Knowledge of and
experience with business process re-engineering principles, approaches
and methodologies; Factor 3: Experience facilitating meetings; Factor
4: Past performance; Factor 5: Reasonable and competitive price. For
