401-5404 The purpose of this solicitation is to provide the Office of
Child Support Enforcement (OCSE) with a capability to launch and
execute on an "as-needed basis" in two major priority areas: Priority
Area I: Research. Quick turn-around policy and program assessments and
administrative studies of various aspects of the child support
enforcement program; and Priority Area II: Program Improvement. Quick
turn-around technical assistance, acquisition of consulting/program
expertise, training, special workshops/meetings, on-site assistance and
information dissemination projects that are aimed at program
improvements. With this competitive procurement, OCSE expects to award
3-5 Indefinite Delivery Indefinite Quantity (IDIQ) contracts. These
contracts will address issues and policies concerning child support
enforcement services and the State and territorial programs authorized
and funded by Title IV-D of the Social Security Act. Typical areas of
State provided services include location of parents, paternity
establishment, support order establishment, and collection of child
support, access and visitation services. This Request for Proposals
(RFP) includes policy studies, program studies and evaluations,
management-oriented studies, literature reviews, technical assistance,
training, materials development, information dissemination, meeting
facilitation and other activities necessary to accomplish the work of
OCSE. This project is full and open competitive, interested parties
should request RFP 105-99-8300. All requests shall be submitted in
writing, no telephone requests will be honored. The anticipated RFP
release date will be on or about September 2, 1999. All responsible
