Development (USAID) Mission to El Salvador is seeking proposals from
qualified U.S. and Panamanians organizations interested in providing
services to manage and administer a set of monitoring and assessment
activities for the Panama Canal Watershed during the calendar year
2000. Those activities constitute part of a broader monitoring and
evaluation effort by the multiple organizations of the Comision
Interinstitucional de la Cuenca del Canal (CICH). The objective of
Watershed Assessment 2000 is to contribute to assessing the condition
of the Panama Canal Watershed, through tracking of relevant indicators,
in a manner that can inform decision-making by the CICH. The content of
the program will, therefore, be responsive to management concerns of
the CICH. The program is not intended to be exhaustive, but rather will
complement the monitoring activities of the PCC, ANAM, and other
members of the CICH to form an integrated, comprehensive monitoring and
assessmentprogram that feeds the CICH Information Center. USAID
encourages the participation of small business, small disadvantaged
business, and women owned small business in this activity to the
maximum extent possible, as prime contractor or subcontractor in
accordance with Part 19 of the Federal Acquisition Regulation. In this
respect, it is anticipated that the prime contractor will make every
reasonable effort to identify and make maximum practicable use of such
concerns may become a determining factor for selection. Proposals
shall include small business plans reflecting, to the maximum extent
possible, subcontracting with the above-defined entities. RFP El Sal
99-012 will be available on or after September 7, 1999. Interested
organizations may receive a copy by written request only; i.e., fax
(503)298-2155 or letter to the Contracting Officer, USAID/ES/OCG,
AMEMBASSY-USAID, Unit 3110, APO AA 34023. Although it will not take the
place of the hard copy distribution, the preferred method of
distributing USAID procurement information is via the Internet or by
written request of the solicitation on a 3.5" floppy disk (Microsoft
