COMMERCE BUSINESS DAILY ISSUE OF AUGUST 20,1999 PSA#2414BROAD AGENCY ANNOUNCEMENT The Fleet and Industrial Supply Center
(FISC), Norfolk Acquisition Department,1968 Gilbert Street, Suite 600,
Norfolk, VA 23511-3392 is seeking alternative and cost effective
methods of maintaining various food service equipment within the United
States Navy. Alternative methods are sought to ensure the quality of
food is prepared in a clean and sanitary environment. Typical functions
include normal services (during normal work hours Monday through
Friday) performed by qualified Appliance Mechanics(s) located onsite
messing/galley facilities, scheduled preventative maintenance for all
equipment, hands-on maintenance inspections (at proposed timeframes),
and performance of remedial maintenance services and repairs, as
applicable, to properly maintain food service equipment. Additionally,
recommendations for preventive maintenance and repairs, scheduled
maintenance and sanitation standards as outlined in the Manual of Naval
Preventive Medicine, Food Service Sanitation, Section 2, emergency
services (24 hours per day, 7 days per week, inclusive of Saturdays,
Sundays and Government holidays) will be accepted. FISC Norfolk,
Acquisition Department is interested in receiving concept papers in the
aforementioned mission areas. This notice constitutes a Broad Agency
Announcement (BAA) as contemplated in FAR 6.102(c). It is intended that
this BAA be open for a period of thirty (30) days from the date of
publication. Specific areas of interest include, but are not limited
to: (1) environmentally safe sanitation procedures; (2) monitoring and
recording of all scheduled and non-scheduled maintenance and
sanitation as set forth in the Manual of Navy Preventive Medicine, Food
Service Sanitation; (2) monitoring and recording of all emergency
services provided; (3) innovative and creative concepts of how to
maintain subject equipment in conventional and/or non-conventional
method(s); (4) analysis of overall processes in relation to
messing/galley, and recommendations of improvements as it relates to
the overall maintenanceof subject equipment; and (5) recommendations
for improvements as it relates to the operability of the machinery from
a time saving, cost effective method. Concept Papers may be submitted
by any commercial firm. The Government encourages participation by
small business, small disadvantaged businesses, woman-owned small
business concerns. The following guidelines apply to concept papers or
proposals. FISC Norfolk, Acquisition Department is not interested in
concepts that have already been developed or proven if not in
compliance with U.S. Navy Sanitation Regulations as identified herein
even if sold before. The Navy seeks proposals directed toward advancing
the state-of-the-art deliverables that demonstrate the results of
previous studies effects in specific system identification of problem
areas, proven solutions (known as "best industry practices" in the food
service industry), and overall compliance with U.S. Navy regulations
for the maintenance of all food service equipment. In order to minimize
the cost regarding proposal preparation, as an initial step, interested
parties should submit concept papers, briefly summarizing their
technical approach, scope of the proposed approach, a brief synopsis of
qualifications (based on accomplishments), past performance criteria in
this arena, and a rough order of magnitude cost. Papers should be no
more than 5-7 pages in length, using 8 by 11 inch paper, single spaced,
and submitted in accordance with best industry practices. Concept
papers will be evaluated using the following evaluation: (1) overall
innovative approach to maintaining hot/cold food service equipment; (2)
state-of-the-art solutions to scheduled, preventive and emergency
maintenance; (3) past performance background in this arena, with recent
references (include telephone numbers and points of contact); (4)
proposed key personnel (if applicable), with qualifications,
capabilities and experience in the food service area, team leader(s)
and proposed other personnel critical in achieving all proposed
objectives. Concept papers will provide a detailed plan/approach
describing the alternative methods to achieve desired results, how this
methodology shall be employed, man-power requirements, etc. Based on an
overall evaluation of these concept papers, participants may be
selected and invited to submit full technical and cost proposals for
evaluation by FISC Norfolk, Acquisition Department, using the above
noted evaluation criteria. An invitation to submit a full proposal does
not guarantee funding will be available for this project. THE
GOVERNMENT RESERVES THE RIGHT TO SELECT THE BEST VALUE APPROACH TO THIS
ANNOUNCEMENT FROM ALL RESPONSES RECEIVED. However, those proposing
ideas and new methods unique, innovative and creative with possible
potential future expansion and utilization will be given priority.
Concept papers may be submitted any time prior to expiration of the

may be accessed for review of all makes and models of equipment to be

interest only, and does not commit the government to pay any concept
paper preparation costs for responding to this BAA. Responses should be
forwarded at no cost to the government. The cost of preparing concept
papers in response to this announcement is not considered an allowable
direct charge to any resultant contract or any other contract. All
responsible sources may submit a concept paper which shall be
