SOLE SOURCE BRIDGE CONTRACT Description of Supplies/Services: SPAWAR intends to issue a sole source bridge contract to Universal Systems Incorporated to continue providing installation, testing, validation, operation, effort investigation and correction, interface, user support, user training, Government support personnel training, and configuration management services; configuration management of the data bases used; and documentation maintenance. The contractor also provides ongoing maintenance for Financial Information Management Systems (FIMS) and the Standard Accounting Reporting System (STARS) file download applications. Contractor efforts are not limited to FIMS, and include the analysis, design, investigation, installation, testing, and validation of an interface with the U. S. Navy's STARS. The contractor is responsible for IS interfacing and data base modeling, conversion, integration, and configuration management services necessary to enable exchange of financial documents and data between FIMS and data bases supportedunder this contract and external data bases, including but not limited to STARS. Services shall be provided at SPAWAR's San Diego, CA headquarters for a period of one (1) year for the basic contract and a one (1) year option. USI is the incumbent contractor. SPAWAR plans to award the future requirement on a competitive basis. All interested parties may identify their capability to respond to the requirement by providing supporting evidence that they can furnish the required services without interruption to the existing service and added expense that would exceed the total intended transaction cost.
