The acquisition is for a broad range of maintenance, repair, and minor
construction work on real property at Grand Forks AFB, ND and its
associated sites. The work required in support of 319CES, Base Engineer
(BCE) activities. The contract will be an indefinite
delivery-indefinite quantity type contract and will include a wide
variety of individual construction tasks as identified in the Unit
Price Book (UPB). During the contract period, the Base Civil
Engineering (BCE) will identify construction tasks required to complete
each specific job. The contractor will be required to furnish all
materials, equipment, and personnel necessary to manage and accomplish
the projects. The contractor will be required to maintain a management
office on Grand Forks AFB in order to receive delivery orders and
provide other management services related to accomplishing individual
jobs. Individual jobs will vary in size and complexity. The jobs will
include tasks in variety of trades, including carpentry, road repair,
roofing, excavating, interior, electrical, steam fitting, plumbing,
sheet metal, painting, demolition, concrete masonry, and welding. The
guaranteed contract minimum is $200,000, and the proposed basic year
maximum is $6,000,000. The maximum value over the life of this contract
shall not exceed $30,000,000. The performance period will be twelve-
(12) month basic year with four (4) twelve-month option years to be
executed at the Government's option. The proposed contract is a
RESTRICTED to 8(a) set-aside for 8(a) firms within the state of North
Dakota which have SIC code 1542 among their approved SIC codes. (NOTE:
A copy of the firm's certificate from SBA must accompany the offeror's
proposal. ALL OTHER FIRMS ARE DEEMED INEGLIBLE TO SUBMIT OFFERS. Joint
ventures are allowable on competitive 8(a) set-asides; however, SBA
must receive the joint venture agreement prior to proposal due date and
approved before award of any resulting contract. If you are
contemplating a joint venture on this project, you must advise your
assigned SBA Business Opportunity Specialist (BOS) as soon as possible.
Interested 8(a) firms in the state of North Dakota should download the
solicitation from EPS. The solicitation will be made available on EPS
30 dates after this notice is published in the CBD. It will be due
back to 319CONS/LGCC 30 days from the date issued. Also, a pre-proposal
