ISSUE DATE: ON OR ABOUT SEPTEMBER 8, 1999. The Contractor shall provide
all labor, equipment, supervision, transportation and disposal
necessary for the maintenance dredging of a sand spit at US Coast Guard
Station, Jones Beach, Freeport, NY, (Nassau County). The work includes
predominantly sand and gravel and incidental related work.) SIC: IS
1629. Performance period is forty five (45) calendar days after receipt
of the Notice to Proceed. Method of dredging is at the Contractor's
discretion. Work shall be accomplished in the November/December 1999
time frame. PERFORMANCE BOND REQUIRED IF OFFER IS OVER $25,0000.
Estimated Cost of this project is between $25,000 to $100,000.

project is issued pursuant to the Small Business Competitiveness
Demonstration Program, and is unrestricted. The following NOTICE IS
PROVIDED AS INFORMATON FOR MINORITY, WOMEN-OWNED, AND DISADVANTAGED
BUSINESS ENTERPRISES: The Dept of Transportation (DOT) Office of Small
and Disadvantaged Business Utilization (OSDBU) has a program to assist
minority, women-owned and disadvantaged business enterprises to
acquired short-term capital and bonding assistance for
transportation-related contracts. This is applicable to any prime
subcontract at any tier. The DOT Bonding Assistance Program enables
firms to apply for bid, payment and performance bonds up to $1.0
million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are available under the DOT
Short-term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The max. line of credit is $500,000. For
