Cliff_P_Knorr@fmso.navy.mil. 17. DESCRIPTION: The Fleet and Industrial
Supply Center, Norfolk Detachment, Washington DC (FISCNORVADETWASH)
has a requirement in support of the Norfolk Naval Shipyard Detachment,
Plant Equipment Support Office, Annapolis, MD for a quantity of eight
(8) Digital Eddy Current Inspection Systems and five options (two at
four each, three at one each) for eleven more systems. A sole-source
contract to Zetec, Incorporated of Issaquah WA is anticipated, as their
equipment model MIZ-43 ET Eddy Current Phase acquisition/analysis
system is specified in Naval Sea Systems Command standard procedure
ECTIP-1 (Eddy Current Test Inspection Procedure), supplementing
MIL-STD-2032 (Eddy Current Inspection of Heat Exchanger Tubing on Ships
of the US Navy) as being capable of: single-pass inspection; high-speed
multiplexing capability of up to eight frequencies; measuring both
absolute and differential simultaneously; generating, reporting, and
recording all individual tube identifications, inspection equipment and
frequencies used. A one-year optional period for acquisition of spare
parts packages is required. Certification of spare/replacement parts
availability for five years is required. For a price reduction, the
government may waive certain testing at origin requirements. To
properly analyze the conformity of their equipment, interested offerors
are encouraged to review the above military standard. Equipment shall
be new and unused and shall be one of the manufacturer's current
commercial production models which is currently being offered for sale
through advertisements or published catalogs. The offeror shall
provide on-site training at the requiring activity. Delivery will be
FOB destination to several CONUS (Naval Shipyard Portsmouth NH, Naval
Shipyard Portsmouth VA, Naval Shipyard Bremerton WA, Trident complex,
Kings Bay GA, Naval maintenance facilities Silverdale WA, Naval Surface
Warfare Center Bethesda MD) and OCONUS (Naval Shipyard Pearl Harbor HI)
locations. Proposals will be evaluated based upon low price/technically
acceptable. To be considered, interested offerors shall provide the
contracting specialist, no later than 01 Sep 1999, technical
literature, evidence of their capability to provide the equipment, meet
the terms and conditions, and provide a price quote for their digital
eddy current inspection system. Proof of registration in the Central
Contractor Registry ("CCR") is required. All responses from responsible
sources will be fully considered. A justification and approval for
other than full and open competition is being processed. No
solicitation exists, and requests for a copy of a solicitation will be
ignored, unless a solicitation is subsequently issued. As a result of
analyzing responses to this synopsis of intent, the Contracting
Officer may determine that a solicitation will be issued. If such a
solicitation is issued, an additional synopsis will be published. Any
such solicitation will be issued to the intended vendor and all
responsible firms that respond to the synopsis. Posting of this
