(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsisi/solicitation is an update from sources sought synopsis placed under announcement SP4700-99-QP-0015 on or about 16 March 1999.(ii) Solicitation SP4700-99-Q-0043 is issued as a request for quotation (RFQ). (iii) Solicitation SP4700-99-Q-0043 incorporates the provisions and clauses that are in effect through Federal Acquisition Circular 97-13. (iv) This is a 100% small business set aside and the associated standard industrial classification code is 8999 and the business size standard is $5 million. (v) Line Item 0001 Writing Services 1 Lot; Line Item 0002 Editorial Services 1 Lot; Line Item 0003 Design Services 1 Lot; Line Item 0004 Calendar of Milestones 1 Lot; Line Item 0005 Initial Design of Initial Design of Communicator Magazine 1 Lot; Line Item 0006 Readership Survey for Communicator Magazine 1 Lot. (vi)The contractor shall perform writing, editorial,and designing services in support of various DCMC Marketing products. Writing services include but not limited to writing articles for the DCMC magazine, Communicator, supplying "ghost written" (non-authored) articles to be published in outside publications, writing brochures, fact sheets, and other marketing related items. Articles shall be 1,500 to 3,000 words in length. The contractor must show experience in editing, writing and designing a variety of marketing products including, but not limited to technical articles, a two color technical journal published at least quarterly and at least 12 pages in length, and four color brochures. Contractors are required to submit with their proposals a smaple of their work, a list of client references, resumes of the personnel that worked on the submitted project, with the possiblity of making presentation at the HQ facility at DCMC in Ft. Belvoir, Va. (vii) The period of performance for Line Items 0001-0003 shall commence from the date of contract award through on year; the period of performance for Line Item 0004 shall be completed within 5 working days from the date of contract award; The period of performance for Line Item 0005 shall start 10 working days after Line Item 0004 is accepted by the Government; The period of performance for Line Item 0006 shall be completed within 6 months after contract award. Delivery of the above stated Line items shall be made to Ms. Linda Polansky located at the DLA Headquarters DCMC-B; 8725 John J. Kingman Road, Suite 4637; Ft. Belvoir, Va 22060-6220.(viii) The Provision at 52.212-1 entitled,"Instruction to Offerors-Commercial", applies to this acquisition.(ix) The Provison at 52.212-2 entitled, "Evaluation-Commercial Items', applies to this acquisition and are listed with their relative weights for this procurement: Factor 1 Writing ability, Editing Skills, and Artistic Ability/approach; Factor 2 Past Performance; Factor 3 Price; Factor 1 is the highest ranked with Factors 1 and 2 together significantly more important than Factor 3.(x)All offerors shall include a completed copy of the Provision 52.212-3 entitled, "Offeror Representations and Certifications-Commercial Itmes with their offer(xi) The Clauses at 52.212-4 and 52.212-5 applies to this acquisition and all clauses cited under FAr clause 52.212-5 are incorportated by reference.
