The Bureau of Alcohol, Tobacco and Firearms (ATF) has a requirement for the purchase of 112 Type 3, class ABC aluminum day box with handles meeting the following specifications: The container must meet the requirements for a type III day box as specified in Title 27, CFR, Part 55, Commerce in Explosives, as follows: must be fire resistant, water resistant, theft resistant and weather resistant; external measurements of the container must be no smaller than 24"x18"x12"; the size, bottom, and door of the container must be constructed of not less than 1/8-inch aluminum; the lid of the container must overlap openings by at least 1 inch; hinges and hasps are to be attached by welding, riveting, or bolting (nuts on the inside); the interior of the container must be lined with nonsparking material (e.g., Devtar); one steel padlock having at least five tumblers and a case-hardened shackle of at least 3/8 inch diameter is to be provided for locking purposes; the container must be manufactured with welded hoop handles; vendor must agree to ship the requested containers directly to the recipients from point of manufacture. ATF will provide an address list in advance. ATF also has a requirement for the purchase of 112 IME container with handles for detonators meeting the following specifications: the container must meet the requirements of the Institute of Maker of Explosives, Safety Library Publication Number 22, to ensure the safe transportation of detonators with other explosive materials in a motor vehicle, as follows: the container must provide for total enclosure of the contents; the external measurements of the container must be no smaller than 14"x12"x8"; the top lid, sides and bottom surfaces of the container must be laminate construction of A/C grade or better exterior plywood, sheetrock and low-carbon steel. In order of arrangement, from inside to outside, the laminate must consist of the following with minimum thickness of each lamination as indicated: 12-inch plywood, 12-inch sheetrock, 1/8-inch low-carbon steel, a 1/4-inch lamination of A/C plywood is required on the exterior portion of a container that may contact other explosives carried in the same vehicle; the laminated materials must be securely bound together by water-proof adhesive or other equally effective means; the steel at the joints of lamination must be secured by continuous fillet welds; all interior surfaces must be constructed so as to prevent contact of the contents with any sparking metal. The exterior portion of the container that may contact other explosives carried in the cargo space of a vehicle must be nonsparking; the container must have a snug-fitting lid and be equipped with a means to provide for locking; hinges and hasps must be attached so they cannot be removed from the outside; one steel padlock having at least five tumblers and a case-hardened shackle of at least 3/8 inch diameter is to be provided for locking purposes; without permitting direct access to contents under normal conditions, the locking or hinging mechanisms must permit at least one edge or lid or door to rise or move outward at least 12-inch when subject to internal pressure; the exterior of the container must be weather resistant. Weather resistance may be provided by A/C marine, or better grades of plywood, or through other methods such as fiberglass, epoxy coating, weather-resistant paints or comparable exterior coatings or coverings; the container must be manufactured with welded hoop handles; vendor must agree to ship the requested magazines directly to the recipients from point of manufacture. ATF will provide an address list in advance. Delivery shall be F.O.B. Destination to 69 Field Divisions. Award will be based on meeting the specifications listed above, on an All or None basis, price and acceptance of payment via EFT. This procurement is a 100% small business set-aside, and will be made utilizing the simplified acquisitions under FAR Sub-part 13.5. The clauses will form an integral part of the award. Awardee must complete an SF-3381, ACH Vendor Enrollment/Miscellaneous Payment Form for payment via EFT.
