Protection Agency (EPA) intends to negotiate a sole source procurement
with The University of Georgia, Department of Chemistry, 672 Chemistry
Building, Athens, GA 30602 for the acquisition of the following
services: (1) Linkage of the SPARC Chemical Property Estimator to the
Lens3 Multi component Leaching Model and Development of a Chemical
Property Database for Multi component Oils and (2) Development of a
Composition Database for Selected Multi component Oils. The prototype
model under development is intended to fit within the Multimedia
Integrated Modeling System (MIMS) framework. The University of Georgia
(UGA) is the developer of SPARC and retains control over the source
code. The chemical parameter database also needs to be created by
SPARC. The database is intended to be used in situations where real
time linkage of SPARC is not necessary. EPA believes that The
University of Georgia, Department of Chemistry is the source capable of
satisfying the requirements stated above. All interested parties who
believe they can provide the required service should fully explain
their capabilities in writing within 15 days of the date of this
announcement. No Solicitation is available. The intent of this synopsis
is to determine if any sources (s) exist and, therefore, no RFP is
available. Consequently, any response(s) failing to provide the
aforementioned data but instead choosing to merely submit a routine
letter requesting a copy of the RFP will be ignored. Submit response to
