A -- METEOROLOGICAL MEASUREMENTS, PROCESSING AND DISTRIBUTION SYSTEM SOL N68335-99-RFI-906 POC Ms. Dianne Mount, 732-323-2903 The Naval Air Warfare Center is seeking sources to design, develop, manufacture integrate, test and support the MORIAH acquisition program. Pursuant to this sources sought announcement, it is anticipated that the MORIAH program will be conducted as a multi-phase acquisition program consisting of an engineering and manufacturing development phase followed by a production phase. The MORIAH program will replace/upgrade the wind and meteorological and oceanographic (METOC) sensors and associated displays on all ships, thereby providing a single sensor suite, consistent across all ship classes and shore stations, including an automated METOC observations capability. MORIAH will consist of shipboard environmental sensors, an automated data acquisition and processing system, multiple system interfaces, and displays. It will be a flexible, open architecture, modular system capable of being deployed in a variety of configurations. The system will be able to accept new and/or improved capabilities as needed withvery little additional integration effort. MORIAH will have a heavy reliance on Commercial-Off-The-Shelf (COTS), Non-Developmental Item (NDI), and Government Property (GP) hardware, software and firmware, repackaged for the shipboard operating environment. All prospective designs must be capable of providing continuous meteorological measurements, processing, and distribution in accordance with the performance specification to be provided. The parameters to be measured are wind speed and direction, air temperature, sea surface temperature, relative humidity, barometric pressure (station pressure) and a vertical atmospheric profile. The Government plans to form a cohesive partnership with the contractor and subcontractors and maintain an active role throughout the development process with continued open communication during production and support processes. Draft documents for the contractor's use will be available on or about 9 September 1999 and may be requested from the Contracting Officer, Naval Air Warfare Center Aircraft Division, Code 252, Building 129, Highway 547, Lakehurst NJ, 08733. While there is no solicitation available at this time, the specification package is subject to export controls; any request for the information package must be accompanied by current DD2345 certification. A Secret security clearance will be required upon award of contract; interested offerors are advised to apply/update clearance status early in the procurement process. The procuring activity intends to hold an industry briefing on or about 23 September 1999 to explain the proposed contracting methods, technical approach, alternative program options and respond to questions from industry.
