POC Ms. Dotty Quinn (703) 787-1365 The United States Department of the
Interior, Minerals Management Service (MMS), intends to aquire
commercial off-the-shelf (COTS) software, maintenance and technical
support services to perform case studies on offshore oil and gas field
production histories in conjunction with economic policy analysis. The
Government will conduct this acquisition using a streamlined
competitive process pursuant to the Federal Acquisition regulation Part
12 (Acquisition of Commercial Items) and Part 13 . BACKGROUND The
application component is a complementary subsystem of MMS's Technical
Information Management System (TIMS) which supports MMS mission
critical information needs. The TIMS is the information technology
infrastructure (hardware, software and telecommunication) the MMS
Offshore Program uses to store and process all of its technical data.
The subsystem consists of exploration and production data management,
reservoir engineering and economic evaluation subcomponents, and
automates a part of the MMS mission-critical activities in the oil and
gas economic analysis program. The software supplier will provide
technical support for product implementation, a training program for
end user personnel and product maintenance and support. The purpose of
this acquisition is to provide a vehicle for expanding MMS's economic
analysis capability. MINIMUM MANDATORY REQUIREMENTS FOR GENERAL
OPERATIONS. The software shall interface with: Microsoft Windows 95/98
Office Suite, Microsoft SQL Server and Oracle; personal computers
having a 300Mhz CPU, 64MB of RAM, 6GB hardrive, 32X CD ROM; and support
monitors having 1000x760 screen resolution and both standard and color
laser jet printers. MINIMUM MANDATORY REQUIREMENTS FOR TECHNICAL
FUNCTIONALTIY. The software shall provide for the following
capabilities: deterministic reserves estimation using decline curve
analysis, probabilistic reserve estimation using Monte Carlo simulation
methods, economic modeling, and integrated data management with ODBC
compatible production databases, i.e., TIMS. The data management module
shall provide for: a library of graphical forms and reports for
production and economic data; data loaders for ASCII files in various
formats; support of SQL loader functions; run data loaders
interactively or in batch mode; and support corporate or project
databases by extracting some or all of one database and inserting or
updating that data in another. PROVIDE a price for the initial software
license fee, training, maintenance and support over the three year
contract life. Must be Year 2000 compliant. This includes training
approximately 5 MMS personnel, and provisions for maintaining and any
upgrade replacement software through September 2002. Additionally, the
submittal must include clear and comprehensive documentation that the
software will meet all the minimum mandatory requirements contained in
this notice. All software shall be in full production as of the date of
this notice. Beta versions are not acceptable. The corporate plan
identified above and the ability ofofferors to adequately document
compliance with the minimum mandatory requirements will be a major
factor during the evaluation process and selection for contract award.
