"This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as a Request for Quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. This is a sole source requirement IAW FAR
6.302-1. This RFQ has the following line item: Zencrack Unix SGI
Version Software Program. This shall include three years of software
maintenance. Zencrack is a software program that enables us to perform
analysis on cracked structures. The capability provided with Zencrack
allows us to include crack geometry in complex 3-D structures under
complex load (thermal and mechanical) conditions with multi-axial
material properties. If required, Zencrack also has the ability to
assess the crack growth under time varying load conditions. Zencrack
interfaces with one of the leading developers of structural analysis
software, Abaqus. Requirements of the software program is as follows:
A) Generate cracked component meshes in preparation for finite element
analysis B) Analyze a cracked component C) Predict crack growth within
a component (without any user intervention to control the analysis) D)
Analyze one or more cracks in a model E) Initial crack size and
location as defined by the user, including embedded cracks F) Automatic
generation and processing of aspects of the analysis specifically
related to fracture mechanics (stress intensity factor, energy release
rate, crack growth rate) G) Simulation of crack growth under fatigue
or sustained loading H) Crack growth dependent on loading and geometry
not predetermined paths I) Capabilities for linear or non-linear
stress analysis, heat transfer, sequential thermal stress or fully
coupled thermal stress analysis J) Ability to analyze cracks in
components with temperature dependent material properties K) Ability to
use isotropic or orthotropic materials data L) Ability to interpolate
temperature data from an uncracked mesh to a cracked mesh Delivery
required by 1 Oct 99. FOB Destination. Net 30 terms. The following
clauses and provisions apply: 52.212-1, 52.212-2(a) and 52.212-3.
Clause 52.212-4 and 52.212-5 shall be included with any offer. Ship to:

Zentech Incorporated, 8582 Kaly Freeway, Suite 205, Houston, Texas
77024. Authority: 10 U.S.C. 2304? (1), Justification: Supplies (or
Services) required are available from one or a limited number of
responsible source(s) and no other type of supplies or services will
satisfy agency requirements. Mr. Stephen J. Plaisted has been appointed
as Ombudsman to hear concerns from offerors, or potential offerors,
during the proposal development. The purpose of the Ombudsman is to
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. Existence of
the Ombudsman does not diminish the authority of the program director
or the contracting officer. Accordingly, the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals, or the source selection process and therefore, for routine
matters on individual solicitations, please contact the buyer at the
telephone number listed herein. When requested the Ombudsman will
maintain strict confidentiality as to the source of the concern. Should
you desire to contact the Ombudsman, Mr. Plaisted can be reached at
