DESC: 17 (i) This is a combined synopsis/solicitation for commercial
items prepared in accordance with FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation: quotes are being requested and a
written solicitation will not be issued. (ii) FA2550-99-Q0456 is the
solicitation number, the solicitation is issued as a request for
quotation (RFQ). (iii) The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-13 and Defense Acquisition Circular 91-13. (iv) This
acquisition is set aside 100% for small business. Standard Industrial
Code 8734 applies, with a dollar standard of $5 million. (v) CLIN 0001
Assaying services, to determine the extent of soil contamination,
characterizng site hydrogeology and the presence and extent of any
groundwater contamination, preparing a CAP for the site, as well as
providing deliverables as detailed in Section 5 of SOW. (vi) Statement
of Work 1. Introduction 1.1. General 1.1.1 The JNTF Site, situated at
building 720, is located inside the secured area of Schriever AFB.
Currently, the property is the operating location of the JNTF, the
Joint National Test Facility, a tenant organization at Schriever AFB.
During the project to rebuild the B/720 service elevator, JNTF
personnel discovered that a subsurface release of hydraulic oil from
the elevator cylinder shaft, approximately 70 feet below ground
surface, had occurred. 1.1.2 In discussions with the Colorado
Department of Public Health & Environment (CDPHE) after the
notification of the release, it was determined that as the hydraulic
fluid release was neither a RCRA hazardous waste, nor a release from a
regulated storage tank, and that jurisdiction of the site rested with
the Solid Waste Management Section of CDPHE. The Solid Waste
Management Section uses as guidelines the procedures set forth in the
publication _Information Regarding the Management of Petroleum
Contaminated Soil_ published by the Colorado Department of Public
Health & Environment, 29 Feb 1996. During meetings with the Solid Waste
Section of the CDPHE, it was agreed that a modified site
characterization procedure consisting of limited slant soil borings
should be sufficient to address a risk-based approach to the site. 2.
SUMMARY OF WORK TO BE PERFORMED 2.1 A minimal corrective action plan
(CAP) will be developed for remediation of the site (and groundwater if
necessary) if, based on the extent of contamination, it is determined
that remediation alternatives should be evaluated. This determination
will be made by 50 CES in consultation with the contractor and
appropriate regulatory agencies, as necessary. The CAP will be prepared
in accordance with the State Inspector of Oils format, in coordination
with the Colorado Department of Health & Environment (CDPHE) Solid
Waste Section, and contain the information stated in (7CCR 1001-14,
Article 5-3). The tasks for this project shall include determining the
extentof soil contamination, characterizing site hydrogeology and the
presence and extent of any groundwater contamination, and preparing a
CAP for the site, as well as providing appropriate deliverables as
detailed in Section 5 of this document. This project will be phased as
described in Section 3.0 below. 3. Specific Tasks 3.1. Task 1 _
Determine the Extent of Soil Contamination 3.1.1. The contractor shall
develop a work plan (WP), and a sampling and analysis plan (SAP) that
describes the sampling and analysis and QA/QC procedures to
characterize the extent and concentrations of the soil contamination.
Upon approval of the work plan by the 50 Civil Engineering Squadron /
Environmental Flight (CES/CEV) Point of Contact (POC), the contractor
shall collect soil samples and submit them to an analytical laboratory
for analysis for TEPH using oil and grease using Method 413.1 (Assume
at this time, that it is possible to determine the extent of
contamination with Task 1 of this SOW and that groundwater is not
impacted, e.g. Task 2 is not necessary.) A technical information report
shall be prepared to document the results of the investigations. The
report will be used if Phase II and/or III of the project are
necessary. 3.2. Task 2 _ Characterize Hydrogeology and Extent of
Groundwater Contamination 3.2.1 The contractor shall confirm, through
a literature search, the depth to groundwater and groundwater flow
direction. If the results of Task 1 indicate that groundwater could be
or has been impacted, the contractor shall determine the presence and
extent of groundwater contamination. 3.3. Task 3 _ Prepare Corrective
Action Plan 3.3.1. The contractor shall prepare a minimal CAP for
remediation of soil at the site, (and groundwater if necessary) if
Tasks I or II of the project indicate that remedial alternatives should
be evaluated. The determination as to whether a CAP is necessary will
be made by 50 CES/CEV after a review of the technical report completed
under Task 1. If required, the CAP shall be prepared in accordance
with the State Inspector of Oils required format in coordination with
the CDPHE Solid Waste Section, and contain the information stated in
7CCR 1001-14, Article 5-3. The CAP will incorporate information from
the previous tasks and include the following: An evaluation of the
extent of contamination in the soil and water in accordance with
criteria cited in Section 1 of this SOW. The extent of contamination
will be determined through investigations conducted under Tasks I and
II. The physical and chemical characteristics of the petroleum product,
including its toxicity, persistence, and potential for migration; The
hydrogeologic characteristics of the site and the surrounding area; The
proximity, quality, and current and probable/possible future uses of
nearby surface water and groundwater; The potential effects of residual
contamination on groundwater; An exposure assessment for all potential
receptors of contamination; Either: -A plan for remediation of soil
and/or water which is sufficiently protective of humanhealth and the
environment and includes a plan for confirming the effectiveness of the
remediation; or -A groundwater monitoring plan approved by the CDPHE
Solid Waste Section; or -- A request for site closure or no further
action; A technical and economic feasibility study examining
alternative remediation methods, their costs, and expected
effectiveness, and an explanation of selected remediation methods
expected, costs and expected effectiveness; and A schedule for
implementing the CAP. 4.0. Meetings/Teleconferencing will be
coordinated with Ken Nevling at 719-567-4027. LGCA Representative will
be kept notified of scheduled meetings and provided a copy of meeting
minutes. Meetings may be held via teleconference. 4.4 DISTRIBUTION OF
DOCUMENTS The contractor shall be responsible for distribution of
documents to other interested parties or regulatory agencies. 5.0.
Deliverables 5.1 Phase I: A project WP shall be provided within 14
calendar days of the kick-off meeting. The WP will establish a timeline
forthe meetings, deliverables, and the field work. It will also
document (by reference, if appropriate) previous investigations and/or
other plans pertinent to the project (i.e., HSP). 5.2. Phase I:
Sampling and Analysis Plan. A draft SAP shall be provided to 50 CES/CEV
within 14 calendar days of the kickoff meeting. The plan shall provide
details on parameters to be analyzed, sampling points, and analytical
methods to be used, including QA/QC methods. An amendment to the SAP
shall be incorporated, detailing changes made as a result of Air Force
comments, prior to initiation of field activities. 5.3. Phase I:
Within three weeks of receipt of analytical results, a technical
information report will be submitted to 50 CES/CEV documenting Task I
activities and findings. This document will be amended if Phase II
activities are conducted. 5.4. Phase II: As indicated in item 5.3
above, an amended technical information report will be submitted to 50
CES/CEV if Phase II activities are conducted. 5.5. Phase III:
Corrective Action Plan. The contractor shall prepare a CAP in
accordance with the State Inspector of Oils required format, and
contain the information stated in 7CCR 1001-14, Article 5-3. The
contractor shall prepare a draft for review by 50 CES/CEV; a draft
final for review by CDPHE Solid Waste Section and/or OIS; a response to
regulatory agency comments; and a final CAP. The draft CAP shall be
submitted to 50 CES/CEV within 30 days of receipt of the analytical
data. The contractor shall assist in resolution of agency comments.
Site visits to Schriever AFB will be accomplished as necessary to
execute Phase I field work. Note that the JNTF site is within the
secured area of Schriever AFB, and as such the contractor shall be
required to provide an approved security escort during all field work
activities. government provided materials The government will provide

Offers-Commercial Items, applies, (ix) with the following evaluation
factors: first, past performance, second, price. Past performance is
more important than price. The government reserves the right to award
an offeror other than the low priced offeror. (x) Offerors must include
with their offer a completed copy of the provisions at FAR 52.212-3.
