Oceanic and Atmospheric Administration (NOAA), National Weather Service
(NWS) has a requirement to provide routine and emergency
maintenance/repair of the NWS-owned NOAA Weather Radio (NWR) system
within the State of Kentucky. The contract will consist of a base
period and four (4) twelve (12)-month option periods. The base period
will be for the period of January 1, 2000 thru September 30, 2000. The
options thereafter will be from October 1 thru September 30 for each
of the remaining four (4) option periods ending September 30, 2004. The
NWS system is a broadcasting network consisting of transmission lines,
transmitters, and antennas located at eleven (11) sites within the
State of Kentucky. The contractor will be required to provide
maintenance services as needed, vault and tower space, control links,
utilities, tools and test equipment, transportation and per diem to
maintain the NWR System. These services are only known to be available
from the State of Kentucky, Kentucky Educational Television, 600
Cooper Drive, Lexington, KY 40502-2296, because the NWR equipment is
located on towers owned and/or operated by the State of Kentucky. The
State will not permit access to State property by private contractors.
This contract action is for services for which the Government intends
to solicit and negotiate with only one source under authority of FAR
6.302. Interested persons may identify their interest and capability by
submitting the information requested below referencing Solicitation No.
52WCNW006005PW. This notice of intent is not a request for competitive
proposals. However, all proposals received within 45 days after date
of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
procurement. In order to be considered, firms must furnish detailed
information concerning their capability to provide this service. Such
information shall include at a minimum: name, telephone number and
point of contact, ability to provide qualified technicians capable of
maintaining the NWR system, name and telephone number of firms to whom
this service or similar service has been provided previously, and
documented evidence of ability to gain access to state-owned property.
If no qualified responses are received, the Government intends to
contract with the State of Kentucky, for the services required. Posted
