Fleet & Industrial Supply Center, San Diego, intends to procure Regional Business Support (RBS) services, in the areas of professional, administrative and technical support services, including logistics, engineering, and information technology services. Services will primarily support the Southwest Region (California, Nevada, Utah, Colorado, Kansas, Missouri, Arizona, New Mexico, Texas, Arkansas, Louisiana, and Oklahoma) for the Navy, including other Department of Defense and Federal agencies within this area. FISC-SD will be the RBS management office. The Government anticipates Best Value Source Selection with Oral Presentations to be held at FISC-San Diego. The proposed contract(s) will be Time and Material, Indefinite Delivery/Indefinite Quantity, Multiple Awards as specified in FAR 16.504(c) and the task order procedures of FAR 16.505(b). Under one Request for Proposal, the Government intends to make no more than three multiple awards to offerors whose proposals represent the Best Value to the Government. Any contractor or teaming arrangements under a Prime contractor must be able to perform all the contract tasks. It is anticipated that one or more of the awards will be awarded to small businesses offering the Best Value to the Government. The Government does not intend to formally "set-aside" the small business awards under procedures set forth in FAR Subpart 19.5, although we do intend to reserve awards for small businesses. All proposals will be evaluated based upon the solicitation requirement and evaluation factors without regard to business size classification. The SIC is 7361 (Employment Agencies), Small Business Size Standard $5MIL. This is a new requirement and is not considered a follow-on contract. Services include but are not limited to the following functions: Administrative and Clerical support services, such as reviewing and processing medical records, court reporting tasks, personnel assistant tasks, and key entry operator tasks; Professional and Technical support services, such asdrawing and documentation services, engineering and technical services, logistics support services; Information Technology support services, such as computer programming services, computer integrated systems designs, computer facilities management services, and computer maintenance and repair; and Financial support services, such as accounting services, auditing services, and budgeting services. The period of performance will be a Base and Four 1-Year Option Years. The Base Year performance period is anticipated to commence on or about 01 November 1999.
