The Portland VA Medical Center is looking to procure contractor support to provide regulatory, technical, operations, and coding and billing expertise to assist the Portland VA Medical Center (1) with the review of processes, procedures and enabling technology for submitting claims to Medigap carriers through the HCFA Medicare Fiscal Intermediary and Carrier; (2) with inpatient and outpatient coding and auditing of documentation; (3) development of encounter form management that will ensure accuracy and ease of use; (4) education; and (5) supplemental education (train-the-trainer) in accordance with the requirements of the solicitation. A final objective is to (a) build an encounter form; (b) train providers on how to use it; (c) train clerks how to input into the system; (d) train billers how to create a bill; (e) train collectors to verify proper payment was received. A registered records administrator must complete the medical record and coding reviews. The actual trainers must have the current credentials of an Accredited Record Technician, Registered Record Administrator, or a Certified Coding Specialist. The actual reviewer must have at least five years of experience. When reviewing outpatient coding, the reviewer must be certified in outpatient coding. Evaluation criteria are described in the solicitation. It is expected that the contract offer will be made during the last week of September, first week of October with services to begin within approximately one week from date of award. A commercial item request for quotation will be issued on or about August 20, 1999. All responsible sources may submit a quotation, which will be considered. Quotations including technical and pricing data will be due by 4 p.m. on September 15, 1999. Oral presentations will be scheduled on or about September 23, 1999, as described in the solicitation. This is a negotiated procurement; there will be no public bid opening.
