a Notice of Contract Action. Ref: FOREIGN AIR & SPACE TECHNOLOGIES
(FAST) SOL F33600-99-R-0018. Sources Sought Synopsis published in the
Commerce Business Daily (CBD) ON 22 Jan 99, and amended on 22 Jan 99 to
inform all prospective offerors that the solicitation would ONLY be
published electronically via the ASC PreAward Information Exchange
System (PIXS) at Wright Patterson Air Force Base, Ohio
(http://www/pixs.wpafb.af.mil). The Government currently intends to the
Request For Proposal (RFP) on PIXS on or about 19 July 1999. No hard
copies will be sent. Responses will be due 30 days from the issue date.
All responsible sources may submit a proposal, which shall be
considered. Facsimile or alternate proposals are not acceptable. This
procurement is for highly specialized scientific and technical analysis
(S&TA) required by The Nation Air Intelligence Center (NAIC). This
effort will support NAIC in assessing current, developmental and
projected air space electronic, and electro-optical threat systems,
subsystems and technologies within NAIC areas of responsibility based
upon all-source intelligence information. Mr. Stephen J. Plaisted has
been appointed as Ombudsman to hear concerns from offerors, or
potential offerors, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Existence
of an Ombudsman does not diminish the authority of the program
director or the contracting officer. Accordingly, the Ombudsman does
not participate in the presparatin of solicitations, the evaluation of
proposals or the source selection process and, therefor, for routine
matters on individual solicitation, please contract R. John Brown
[937-257-5666 X 4544]. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. Should you
