The U.S. Environmental Protection Agency under the Simplified
Acquisition Procedures of FAR Part 13 is seeking a contractor to
provide consulting services for the development of the Vehicle
Inspection and Maintenance Program in Shanghai, People's Republic of
China. The SIC code for this requirement is 8742. The EPA is FACNET

Development of Vehicle Inspection and Maintenance Program in Shanghai,
People's Republic of China. This Statement of Work outlines tasks for
the implementation of an EPA program to provide assistance to the city
of Shanghai, China to reduce mobile source pollution. Specifically, the
contractor shall provide technical and policy advice in the design of
Shanghai's Inspection and Maintenance program for motor vehicles, and
shall develop a spreadsheet model, applicable to developing countries
such as China, for vehicle emissions which will be piloted in Shanghai.
Because of contingencies involved in project planning, this statement
is largely definitive of the work to be undertaken under this purchase
order but may be modified as project planning evolves. Project Period:
Date of Award through March 31, 2001 Background: Shanghai currently has
a centralized inspection program run by the Shanghai Security Police
that covers "road worthiness" in addition to a simple emissions test at
idle speed. The program is widely considered ineffective by the
Shanghai government. Legislation has been introduced to transfer
responsibilityand authority for the program to the Environmental
Protection Bureau. EPA (Office of International Activities and Office
of Mobile Sources) plans to provide technical assistance in developing
the test program, devising a management structure, and recommending a
process for implementation. This work would be based on international
experience in the I/M area. Objectives: 1. To design a spreadsheet
model for the estimation of vehicle emissions in developing countries.
This spreadsheet would be piloted in Shanghai. 2. To conduct research
and provide expert advice to the city of Shanghai, specifically the
Shanghai Environmental Protection Bureau, in the design and
implementation of an effective Inspection and Maintenance Program.
Tasks 1. The contractor shall provide EPA project officer with a work
plan and schedule of activities within thirty days of receipt of
contract. 2. The contractor shall visit Shanghai three times, for seven
days each time, in order to meet with officials involved in the
transportation and environmental protection sectors, tour the existing
program, assess factors related to program design and implementation,
and provide expert advice. The approach to the project shall maximize
the potential for use of the methods, analysis, options and
recommendations in other parts of China, especially Beijing. As such,
contractor shall visit Beijing in conjunction with Shanghai visits. A
brief report outlining meeting itinerary and organizations, information
obtained, and results of discussions will be provided to the EPA
project officer after each trip. 3. The contractor shall complete a
final report that provides options and recommendations for designing
and implementing an effective inspection and maintenance program that
meets the air quality needs of Shanghai, taking into consideration
existing and planned national regulations as well as the existing and
future vehicle fleet mix in the city. The report shall be provided to
the EPA project officer via email in Wordperfect for review and
approval. 4. Throughout the length of the contract, the contractor
shall provide expert advice on other mobile sources pollution issues to
Shanghai officials and to national mobile sources officials, including
but not limited to integrated transportation planning, emissions
monitoring and modeling, and emissions control regulations and
technologies. 5. The contractor shall develop emissions prediction
spreadsheet model and pilot-test the model using Shanghai data. The
model shall be provided to the EPA project officer for review and
approval. Deliverables 1. Brief (2-10 pages) trip reports with
milestones subsequent to each trip to China funded through this
contract, to be provided via email to EPA project officer. 2. Final
report to EPA project officer for review and approval. This will be
basis of report to Shanghai municipal government with options and
recommendations. Due date to be determined, but no later than March 31,
2001. 3. Spreadsheet emissions model with documentation to EPA project
officer for review and approval. Additional Conditions Contractor will
be required to identify themselves as contractor employees for the EPA.
This includes requirements for contractor to always identify themselves
orally by their name and organization, and to physically display
through their dress or identification cards their name and
organization. Contractor is permitted to subcontract with other parties
as needed, including sources in China, to facilitate the collection of
Shanghai data or to carry out other analytical tasks. Contractor is
aware that the project beneficiary, the Shanghai Environmental
Protection Bureau, cannot act as a subcontractor under this contract.
Evaluation Criteria EPA will evaluate submissions based on the
following evaluation criteria: 1. Demonstrate knowledge of China's
Vehicle Emissions Policies and Regulations as it pertains to China and
the city of Shanghai as well as knowledge of organizations within
China having the data necessary to complete this project as well as
organizations which will be responsible for implementing EPA's
recommendations. 2. Demonstrate knowledge of mobile-source programs and
issues on the local, state, and federal level in the U.S., as well as
international programs . 3. Demonstrate ability to form a written
reasoned and defensible recommendation on mobile-source pollution
control. 4. Demonstrate experience working in foreign locations and
cultures, unfamiliar circumstances, and unusual work environments. See
