applicable Government to Government Agreements, the Office of
Nonproliferation and National Security (NN-41), Initiatives for
Proliferation Prevention (IPP) has an immediate need to acquire the
services of a non-profit entity having confirmed tax free status in
Russia and the Ukraine. The non-profit entity must clearly demonstrate
that it is exempt from such taxation or any taxable incident thereof
by Russian and Ukrainian decree, order, law or other concrete evidence
clearly demonstrating the legality of such exemption from Russian or
Ukrainian taxation. The non-profit entity must have ongoing and
documented linkages to the many weapons Institutes within the cited
countries and to the scientists, engineers and support staff employed
in these institutes. The entity must demonstrate that it has experience
in processing payments to such Institutes and its employees without
having such disbursements taxed on federal, state, or local levels in
the countries cited. The non-profit entity shall be tasked with
verifying payments, without taxation, to such Institutes and to
individual scientists, engineers and staff bank accounts and performing
other directly-related administrative matters in support of IPP. This
non-profit entity will not have policy making input to the IPP. The
entity must have U.S. resources and capabilities to respond to NN-41 in
support of IPP, as well as in-country resources and capabilities in
Russia and the Ukraine. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN
INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE
GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION
OF DATA OR ANY OTHER COSTS INCCURRED IN RESPONSE TO THIS ANNOUNCEMENT.

described above are requested to send in its capability statements,
limited to not more than 10 pages, to be received by September 3, 1999,
