The United States Military Academy (USMA), West Point, New York, currently operates the Target Hill Wastewater Treatment Plant (WWTP) on site and disposes of its sludge at a commercial landfill. The US Army Construction Engineering Research Laboratory (USACERL) was tasked with performing a study to develop a biosolids management strategy for Target Hill. This study recommended a procurement to compost sludge and return exceptional quality biosolids (as defined by the Environmental Protection Agency) to be used as a soil amendment at USMA. This solicitation will require pick up service of sludge and side stream wastes, composting, and return of the exceptional quality biosolids to USMA. Request for Proposal (RFP) No. DACA88-99-R-0016 will be issued on or about 02 Sep 99 with the closing date on or about 04 Oct 99. Award will be made to the lowest priced technically acceptable offeror. The services specified in this solicitation shall be for a basic period with options to extend for up to two (2) additional years. Submissions shall be in accordance with the RFP, and all qualified sources may apply. Multiple awards will not be made under this solicitation. A wage determination has been requested for the USMA area; however, since the place of performance for the contractor's plant is unknown at this time, additional wage determinations will be obtained if the offeror requests in writing no later than 22 Sep 99.
