The stated training must combine theory and practical hands-on operating experience for application to inspection activities conducted in accordance with the Chemical Weapons Convention (CWC) Treaty. The Contractor will be required to conduct, at a DTRA facility located at or near Dulles, Virginia, quarterly, 3-day courses during the period October 1, 1999 -- September 30, 2000 for up to a total of (32) DTRA personnel. The Contractor must provide all course materials, equipment, and accessories necessary for the training to include proficiency testing within ten (10) business days of course completion. A determination to not compete this proposed contract has been made in order to permit continuity of training and satisfactory equipment operation. THIS IS NOT A REQUEST FOR QUOTATIONS. Interested parties have fifteen (15) business days, from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
