Institute of Standards and Technology (NIST) intends to negotiate on a
sole source basis with the New York Hilton and Towers of New York, NY
for the items listed below in support of the Advanced Encryption
Standard (AES) Candidate Conference on April 13 through 14, 2000.
Contract Line Item Number (CLIN) 0001, Meeting Room Rental, Classroom
or theater style for 200 from 8:00 AM to 5:00 PM on April 13 -14, 2000
with registration area set with three (3) six (6) foot tables and two
(2) chairs, a trash can, a message board, a telephone for outside
calls and two easels to be set up throughout the meeting. CLIN 0002,
Audiovisual Equipment to include two (2) overhead projectors, a
viewgraph, projection screens, a flip chart, a podium and microphone,
a Lavalier microphone and a data projector for the meeting room. CLIN
0003, Coffee Breaks, Continuous coffee break supplies on Thursday April
13 through Friday April 14, 2000 for approximately 200 people from 7:30
AM through 4:00 PM with coffee, tea, decal, assorted breakfast breads
(may include donuts, muffins, croissants, bagels, in the morning and
soft drinks and cookies in the afternoon, located outside the meeting
rooms in a convenient, centrally located area. CLIN 0004, Lunch, a
buffet luncheon for 200 in a separate room, set in rounds at noon on
Thursday, April 13 and Friday April 14, 2000. CLIN 0005, Reception, a
reception will be held from 6:00 PM to 8:00 PM on Thursday April 13 in
conjunction with an equipment display or demonstration. A cash bar and
substantial finger foods are to be provided. CLIN 0006, Sleeping Rooms,
eighty (80) sleeping rooms, to be paid by the individual attendees, for
arrival on Wednesday, April 12 and departure Friday April 14, 2000.
Some attendees may stay on Friday evening. The sleeping rooms should
include some rooms within theGovernment per diem rate. The majority of
rooms will be singles. The AES Candidate Conference is to be held
simultaneously with the FAST Software Encryption Conference previously
scheduled in thefacility during April 13-14, 2000. Both conferences
are of importance to security professionals and co-conferences enable
maximum participation in the most economical fashion. The New York
Hilton and Towers was the only facility located in the required area
with the open dates and the capability to fulfill the needs of the

authorized by Federal Acquisition Regulation (FAR) Part 13- Simplified
Acquisition Procedures. This acquisition is under the authority of 41
U. S. C. 253 (c) (1) and 10 U.S.C. 2304 ( c). The proposed requirement
is for supplies or services for which the Government intends to solicit
and negotiate with only one responsible source under authority of FAR
13.501 (a), Sole source acquisitions. The procurement document and
incorporated provisions are those in effect through Federal Acquisition
Circular 97-12. FAR 52.212-1 Instructions to Offerors -- Commercial
Items is applicable to this acquisition. The clause at FAR 52.212-4,
Contract Terms and Conditions -- Commercial items, applies to this
acquisition. Also the clause at 52.212-5, Contract Terms & Conditions
required to implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition, including paragraph (b), subparagraphs
(11) 52.222-21 (12) 52.222-26, (13) 52.222-35, (14) 52.222-36, (15)
52.222-37, (16) 52.225-3, and (21) 52.225-21. The Government
anticipates the award of a firm-fixed priced purchase order. Interested
persons may identify their interest and capability to respond to the
requirement or submit quotations. This notice of intent is not a
request for competitive quotations. However, all quotations received
within the response date identified will be considered by the
government. A Request for Quotation (RFQ) package is not available.
This action is unrestricted. The Standard Industrial Code (SIC) code is
7011 with a size standard of $5 Million. Department of Commerce
Agency-Level Protest Procedures Level Above the Contracting Officer,

by 3:00 P.M. local time on September 7, 1999 and must include a copy of
the provisions at 52.212-3, Offeror Representations and Certifications
