THESE THREE (3) PROJECTS WILL BE "BUNDLED" INTO ONE CONTRACT. Work includes construction of a new dormitory building that includes a recreation area and laundry area; normal concrete work; split face and CMU bearing walls; wood trusses; built-up and metal tile roofing; waterproofing; hardware; glazing and interior finishes. Construction of a single story, 35,000 sf expansion to the existing Physical Training Building, with a structural steel frame with brick veneer. Construction of a single story, 2500sf Security Building with Sentry Gatehouse; structural steel frame with brick veneer; concrete slab floors; site improvements including earthwork, installation of underground utility tie-ins, concrete walkways and parking. Time of construction for the new dormitory building is 547 calendar days. Time of construction for the Physical Training Building expansion is 450 calendar days. Time of construction for the new Security Building is 120 calendar days. The solicitation will be issued on or about September 7, 1999, with proposals due on or about October 7, 1999. The estimated cost range for the new dormitory building is $10,000,000 to $15,000,000. The estimated cost range for the Physical Training Building expansion is $1,000,000 to $5,000,000. The estimated cost range for the new Security Building is $500,000 to $1,000,000. The project will be procured using informal source selection procedures, which will result in a firm-fixed price award to the Offeror who provides the best value to the Government, with technical ability considered more important than price. The source selection technical evaluation factors are listed in the order of importance as follows: Experience and Past Performance of Firm; Experience and Past Performance of Key Personnel; and Management Approach. In accordance with Public Law 95.507, the successful Offeror will be required to provide the maximum practicable subcontracting opportunities for small business concerns, small business concerns owned and controlled by socially and economically disadvantaged individuals and woman-owned businesses, to participate in the performance of this contract. A subcontracting plan must be provided with the proposal. Small businesses are not subject to this requirement. This full and open procurement is made under the Small Business Competitive Demonstration Program and all responsible firms are invited to submit a proposal.
