U.S. ARMY ENGINEERING AND SUPPORT CENTER, HUNTSVILLE R- THIS IS NOT A
NOTICE OF ISSUANCE OF A SOLICITATION. A National Missile Defense (NMD)
strategy has been developed for deploying a ground-based missile
defense system designed to protect the United States against limited
ballistic missile attacks. Multiple sites are being considered. The
estimated construction cost of these projects is between $400 $500
million. Anticipated award is November 2000. The U.S. Army Engineering
and Support Center, Huntsville will be conducting an Industry Briefing
to acquaint the industry with project requirements. The briefing will
be conducted to solicit input for the Request for Proposals (RFP) from
offerors interested in submitting proposals for construction of the
Tactical and Tactical Support facilities. This briefing will be held 21
September 1999 in Huntsville, AL at the Von Braun Civic Center located
at 700 Monroe Street, Downtown Huntsville beginning at 8:00a.m.
Registration will held on 20 September 1999 from8:00a.m. 4:00p.m. Rooms
have been reserved at the Huntsville Hilton and Marriott hotels for the
participants on a first-come, first-served basis. Reservations may be
made at the following numbers: Hilton (256) 533-1400, Marriott (256)
830-2222 (toll-free number is 888-299-5174). Contractors interested in
participating in this acquisition should register at
http://www.hnd.usace.army.mil no later than September 10, 1999. If it
is determined to be in the best interest of the Government to issue a
solicitation for this proposed acquisition, it is the intent of the
U.S. Army Engineering and Support Center, Huntsville to use electronic
means as the preferred method for delivery of all documents pertaining
to this acquisition. Following the briefing and incorporation of
industry comments, a subsequent Commerce Business Daily (CBD)
announcement will be issued, which will pertain to the final
solicitation. Offerors will be pre-qualified to determine which
contractors will be invited to submit proposals. At the conclusion of
the pre-qualification process, the selected contractors will be
provided a draft RFP for review and comments. Following the Government
review, the RFP and industry comments will be discussed with the
selected contractors at an industry forum. Appropriate recommendations
from the selected contractors will be incorporated into the final RFP.
Additional Industry Briefings will be held in North Dakota and Alaska
to maximize local contractor participation. Additional information may
