Administration (SSA) is interested in receiving quotations for the
removal of two existing overhead doors and installation of two new
overhead doors at the Utility Building, Social Security Administration,
National Computer Center, 6201 Security Boulevard, Baltimore, Maryland.
This is a combined synopsis/solicitation for commercial items prepared
in accordance with FAR Subpart 12.6 and FAR Subpart 13, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a written solicitation will not be issued. The
solicitation Number is SSA-RFQ-99-3975. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-12. Quotations submitted in response to this
solicitation shall be submitted by September 16, 1999 at 3:00 p.m.
local time, addressed to Social Security Administration, Office of
Acquisition & Grants, Attn: Jackie Lessig, Contract Specialist, 1710
Gwynn Oak Avenue, Baltimore, MD 21207. Offerors should be alert for any
amendments that may permit subsequent later dates for submission of
quotations. A site visit has been scheduled for September 1, 1999 at
10:00 a.m. Contractors shall report to the National Computer Center
lobby, Social Security Administration, 6201 Security Boulevard,
Baltimore, Maryland. This is a 100% small business set aside. B. SCOPE
OF WORK: Remove the two existing overhead doors and install two new
overhead doors. The door opening are approximately 18' X 11' 2" and 12'
11" X 12". It is the Contractor's responsibility to verify all
measurements. The curtain shall be fabricated from 3"c slates of
galvanized, bonderized, 16" gauge steel with gray, baked-on primed
finish. The bottom bar will be double angle rolled formed, primed steel
with safety reversing edge. The guide will be structural, three angle
assembly, 3/16" minimum thickness, with windlock retainer bar. The
guides will have weather stripping. The hood will have brush lintel
baffle. These doors will have a minimum of 100,000 cycle spring. The
contractor will also install a new two-horse power motor with emergency
chain for each door. The contractor will connect the existing wire to
the new operator. These doors shall be equipped with safety sensors and
or present sensors. All doors and replacement parts shall be new. C.
WORKING HOURS: All work shall be performed during normal working hours,
6:00 a.m. through 6:00 p.m., Monday through Friday, except for
holidays. D. SAFETY: The contractor shall provide a means to barricade
the area below and around the work site so as to warn pedestrians and
avert any accidents. The barricade area may be closed off by means of
cones, warning tape labeled "DO NOT ENTER", or any other means
approved by the Project Officer. The contractor shall observe any
applicable safety laws (e.g.: OSHA) while performing the requirements
of this contract. Should any entrance or walk way need to be closed off
the contractor shall notify the Project Officer in advance, in writing,
so as to obtain the necessary approval. E. TIME OF COMPLETION: The
contractor shall have fourteen (14) weeks from date of award to
complete the entire contract. F. CLEAN UP AND OCCUPANT IMPACT: All work
shall be planned to minimize the impact upon building occupant and
loading dock functions. Prior to leaving each day the contractor shall
clean up all dirt and debris in the area that was the result of their
work. The contractor is responsible for disposal of the existing
overhead doors. G. PRICE QUOTATION SUBMISSION REQUIREMENTS: Contractor
shall provide a price for the entire job. This contract shall be
awarded on an all or none basis. H. ADDITIONAL INFORMATION: (1) Type of
contract is FFP. (2) The provision of FAR Part 52.212- 1, Instructions
to Offerors-Commercial Items apply to this acquisition, specifically
the following paragraphs: (a) SIC Code is 3442, Size Standard 500
employees, (b) (1) through (b)(11), (c), (e), (f), (g), and (j). (3)
Offerors shall submit 2 copies of manufacturer's literature. (4) The
government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government price and other factors
considered. Award will be made on a best valve basis taking into
account the following factors: technical acceptability (provide
manufacturers literature to determine if product meets specifications),
past performance and price. The government may award to other then the
lowest priced offeror based on a trade-off among these factors. To
determine past performance offerors shall provide references of
customers to whom similar products/services have been provided that are
equivalent to those under this solicitation. (5) Offerors are advised
to include a completed copy of the provision at FAR Part 52.212-3,
Offeror Representation and Certifications -- Commercial Items, with
their offer. (6) The provisions at FAR Part 52.212-4, Contract Termsand
Conditions -- Commercial Items apply to this acquisition, with the
additional of the following FAR and SSA Agency specific Clauses:
52.228-5 Insurance -- Work on a Government Installation, SSA Insurance
Requirements, 52.219-6 Notice of Total Small Business Set Aside, SSA
Suitability Requirements Clause and any SSA agency specific
administrative clause applicable at time of contract award. (7)
Provisions of FAR Part 52.212-5, Contract Terms and Conditions Required
to Implement Statues or Executive Orders -- Commercial Items, apply to
this acquisition, specifically: (a), (b)(11), (b)(12), (b)(13),
(b)(14), (b)(15), (b)(16), (b)(23), and (e). A copy of the FAR
