for commercial items prepared in accordance with the format in FAR
subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the solicitation. Quotes are
solicited with this notice. The quotation document and incorporated
provisions and clauses are those in effect through the Federal
Acquisition Circular (FAC) 97-12. The Television-Audio Support Activity
proposes to procure: thirteen (13 each Measurement Set; automated
video; video standards: NTSC,PAL,S-VIDEO, EBU, SMPTE, BETA, MII; return
loss input voltage: less than 40db; max operating input voltage:
plus/minus 2.5v(dc plus peak ac); input level before clipping:
plus/minus 0.98v relative to blanking level; variable gain range: less
than minus 35 percent to plus 15 percent; wfm: vertical gain accuracy:
plus or minus 1 percent with 1.0 V input; frequency response: plus or
minus 1 percent to 6 mhz; flat response: plus or minus 1 percent to 6
MHz; plus or minus 2 percent to 8 MHz (waveform mode ); plus or minus
2 percent to 10 MHz (waveform/vector mode); low pass filter response:
plus or minus 1 percent of dc at 50 kHZ,less than minus 40 dB at fsc;
band pass filter response; plus or minus 1 percent at fsc. attenuation
of less than 25 dB at 2xfsc. BW at 1.5 MHz; transcient response: pulse
to bar ratio: 0.99:1 to 1.01:1, typical; pulse preshoot/ringing: less
than 1 percent; line tilt: less than 1 percent; audio: impedance: less
than 15k balanced input; dynamic range: minus 60 dBm with 1 dBm
resolution; minus 8 dBm over reference limit; max input level: plus 20
dBm; frequency response: flat within plus or minus 2 dBm from 100 Hz
to 20 kHz; connector type: 9 pin d female(housing supplied); power
requirements: line voltage; 90 to 250 VAC, 50/60Hz; power requirements:
40VA max; safety standards: designed to meet or exceed UL 1950, CSA
1402C; IEC 950; CE certified; computer system requirements(must be Y2K
compliant); operating system: windows 3.1x, windows 95, or windows NT;
ports; one serial for RS232 or modem; one parallel for printer; drives:
3.5 inch floppy and hard drive with 10 MEG free space; two needed for

the requested item shall include specification data sufficient to
enable the Government to determine the capability of the offered item

size standard 500 employees. To be eligible to receive an award
resulting from this quotation, contractor must be registered with the
Central Contractor Registration (CCR) database, NO EXCEPTIONS. In order

must accompany your quote. The provisions at FAR 52.212-1 Instructions

Contract Terms and Conditions Required to Implement Statues or
Executive Orders-Commercial Items, 52.222-21, 52.222-26, 52.222-35,
52.222-36, 52.222-37 52.232-33, apply to this acquisition. The
following subclauses under DFARS 252-212.7001 also apply; 252.225-7001
and 252.225-7007. Clause 52.212-2, Evaluation-Commercial Items, also
applies to this acquisition. The evaluation criteria for this
solicitation will consist of technical capability of the offeror to
meet the agency requirement, price and past performance. Technical
capability and past performance together are approximately equal to
price. Offerors shall include a completed copy of the provisions at FAR
52.212-3 and DFARS 252.212-7000, Offeror Representations and
Certifications-Commercial Items, with their offer. Text of all clauses
