Bryant, Contract Specialist, 301/402-3080 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
263-99-P-(AB)-0058 and is issued as a Request for Proposal (RFP). The
solicitation/contract will include all applicable provisions and
clauses in effect through FAC 97-12. The standard industrial code (SIC)
is 3826 and the business size is 500 employees. The National Institutes
of Health, National Institute of Arthritis and Musculoskeletal and Skin
Disease, Bethesda, Maryland, has a requirement to acquire the
following: Item One: Laser System, -- Solid State, Diode-Pumped
Frequency-Doubled and Item Two Laser System, -- Solid-State Titanium:
Sapphire. The NIH intends to contract with Coherent Laser Group, Inc.,
5100 Patrick Henry Dr., Santa Anna, CA 95054, the only known source
for this particular equipment. The equipment shall be capable of the
following salient characteristics/specifications: Item One: 1. Shall
incorporate tunable output in the range of 700-1000 nm; 2. Shall
incorporate pulse width in the 100 fs regime; 3) Shall incorporate
noise of less than 0.04% rms; 4) Shall produce output power greater
than 10 W at 532 nm; 5) Shall incorporate pulsed output with no
continuous wave components in the beam; 6) Shall be a single frequency
pump laser; 7) Shall incorporate wavelength of 532 nm; 8) Shall have
power stability error of no more than +/- 1.0%; 9) Shall incorporate
beam diameter of 2.25 nm +/- 10%; and 10) Shall incorporate beam
divergence of less than 0.5 mrad. Item Two: Shall incorporate noise of
less than 2%, such that the total system noise when used; with Item 1
is less than 0.1%rms.; 2) Shall produce tunable output in the range of
700-1000 nm; 3) Shall produce power of 1.3 W when used with Item 1; 4)
Shall have power stability error of less than 5.0% (Power drift in any
two (2) hour period after warm-up when crystal's cooling water is
maintained =+/- 0.1 degree C) 5) Shall produce repetition rate of 76
Mhz. Items One & Two shall both be in accordance with the following
additional specifications: 1) Contractor shall provide professional
installation of complete laser system including cooling system; 2)
Contractor shall provide one (1) day training at the Government
facility; 3) Contractor shall provide five (5) working days training at
the Contractor's facility for two (2) Government staff members; and 4)
The contractor shall provide a YEAR 2000 Warranty for each hardware,
software, and firmware product delivered under this contract. The
contractor shall be able to accurately process the data (including, but
not be limited to, calculating comparing, and sequencing) from, into,
and between the twentieth and twenty-first centuries and for the YEAR
2000 and leap year calculations. Nothing in this warranty shall be
construed to limit any rights or remedies the Government may otherwise
have under this contract with respect to defects other than YEAR 2000
performance. The contractor shall deliver the equipment within ninety
(90) calendar days after date of contract award. The Government will
evaluate based on F.O.B. Destination and acceptance at ( Bethesda,
Maryland), and the requirements of FAR 52.214-21 "Descriptive
Literature" apply. Proposals/Information provided must demonstrate the
equipment's ability to meet the specifications described herein. Award
will be made to the technically acceptable low offer. A completed copy
of the provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, is required as part of the offer. The
clause 52.212-4 Contract Terms and Conditions-Commercial Items applies
to this acquisition. The clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders-Commercial Items applies to this acquisition. The Contractor
will be paid following delivery, and acceptance of the equipment. The
proposed contract action is for supplies or services for which the
Government intends to solicit and negotiate with only one source under
the authority of FAR 6.302. Interested persons may identify to the
Contracting Officer their interest and capability to satisfy the
Government's requirement with a commercial item within 15 days of this
notice. A determination by the Government not to compete with this
proposed contract based upon responses to the notice is solely within
the discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
