synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). The Government
intends to purchase the following equipment (Silicon Mountain Design
(SMD) model 1M30P series or equivalent) (all items are a quantity of
one (1)): 1. Digital camera with the following salient features: a)
Progressive-scan, frame transfer CCD suitable for radiographic
inspections without use of a mechanical shutter; b) Digital camera must
image at up to 30 frames per second (fps) at a resolution of 1024 x
1024 x 12 bits; c) Signal to Noise Ratio of 70 dB minimum; d) Camera to
have bayonet style mounting for Nikon F series lens; e) 100% fill
factor for ultra high sensitivity; f) Low Dark Current, 50pa/cm2 @ 25
degrees Celsius or less; g) Integral, on-chip electronic shutter with
remote control, which can vary the shutter rate between 1/30th and
1/500th of a second; h) Programmable operation at full resolution or
2x2 binning mode, enabling 60fps at 512 x 512 resolution; i) 12-bit
digital RS-422 output; j) RS-232 programmable user functions; k)
Asynchronous mode frame capture externally triggerable to within 200
nanoseconds; l) Programmable gain from 1 to 10 in 256 steps; m) Compact
size and lightweight with a form factor no larger than 100mm x 100mm x
130mm; n) The camera software should control all the functions
mentioned above, such as frame rate, exposure time, binning mode and
gain. It should also include typical image analysis and enhancement
functions like zooming, contrast enhancement, histograms, ROI and image
conversion to .tiff format; o) The supplied camera controller should
consist of a Pentium III computer with a processor speed of 450MHz
minimum with the following memory, components, and peripherals: 128 MD
RAM minimum, 16 MB video RAM minimum, 8.4 GB hard drive, Windows 98 or
NT operating system, 17" monitor, CD-ROM drive, 10Base-T ethernet
network card, MS mouse and full keyboard with all necessary cables,
software and hardware manuals. 2) Cable assembly, remote control 20ft,
9 pin D connector cable; 3) Universal power supply with AC power and
camera cords; 4) Combination, IC PCI + AM-DIG 16 set IC4-DIG16-NDOC
ICPIC w/AM-DIG16; 5) Cable assembly with frame grabber connector, 20ft
data cable; 6) SMD (or equivalent) IMPA System for Windows 95/NT
CD-ROM; 7) Non-inventory items including camera controller. The
provisions and clauses in the RFQ are those in effect through FAC
97-10. All qualified responsible business sources may submit a
quotation which shall be considered by the agency. Delivery to GSFC is
required within 30 days ARO. Delivery shall be FOB Destination. The
DPAS rating for this procurement is DO-C9. Quotations for the items(s)
described above are due by 4:30 p.m. EST on 09/10/99 and may be mailed
or faxed to Mary McKaig, NASA's Goddard Space Flight Center, Code
215/Bldg. 11/Rm. S215A, Greenbelt, MD 20771, FAX 301/286-1720, and
include solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), Commercial and
Government Entity (CAGE) Code, identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:
http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation.
Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

52.212-4 is applicable. FAR 52.212-5 is applicable and the following
identified clauses are incorporated by reference: 52.222-26, 52.222-35,
52.222-36, 52.222-37, and 52.225-3. Questions regarding this
acquisition must be submitted in writing no later than 08/31/99.
Selection and award will be made (on an aggregate basis) to the lowest
priced, technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. An ombudsman has been appointed -- See
Internet Note "B". It is the quoter's responsibility to monitor the
