commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotations
are being requested and a written solicitation will not be issued.
Solicitation ACD-99-Q-0011 is being issued as a Request for Quotation.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-12. Multiple

destination to the U.S. Border Patrol Flight Training Center, 1740
American Drive, El Paso, TX 79925. 1. Flight Training Devices / Flight
Simulators: The specifications are intended to describe the type and
quality of flight training devices / flight simulators to be utilized
by the United States Border Patrol (USBP) in performing its pilot
training mission. Offers will be considered on flight training devices
and simulators complying substantially with these specifications,
provided that any exceptions are stated and described, including
technical data where applicable. The USBP reserves the right to
analyze, evaluate, and determine the suitability of such exceptions in
light of the training mission requirements of the USBP. The flight
training devices shall be new, of current design and production, with
spare parts readily available. The flight training devices / simulators
shall be FAA qualified as advance flight training devices level 3 or
greater and shall meet the requirements of applicable parts of Federal
Aviation Regulations 141. All applicable support and maintenance
documentation, certificates of compliance and the approved test guide
(Section 8, AC 120-45A) shall be supplied by the vendor upon delivery
of the training device. The USBP requires two flight training devices,
specifically; a replica of a airplane single engine land aircraft and
a light helicopter cockpits. 2. Minimum performance criteria: The
flight training devices shall meet the requirements established for
certification as a level 3 flight-training device and provide a
Statement of Compliance with Appendix 1 of AC 120-45A with offer.
Package shall include complete contiguous U.S. approach data (civilian
and military); Global Positioning System with in-route and approach
mode simulation (KLN 90B with an AI 90B switching unit); horizontal
situation indicator and slave compass system; display either VOR or GPS
indications. Optics system must have a realistic visual system which
represents the airport where the approach is being conducted (desire
collimated pilot optics). 3. Required instrumentation and Avionics:
These flight training devices will have, as a minimum, appropriate
replicas or actual instruments as follows: 1)Airspeed indicator; 2)
Turn and slip / turn coordinator; 3) Attitude indicator; 4) Horizontal
Situation Indicator -- King KI-525; 5)Altimeter with adjustable
barometric pressure; 6)Vertical speed indicator -- airplane; 7)
Instantaneous vertical speed indicator -- helicopter; 8) Slaved compass
system -- King KCS-55A with KI-51B selector / indicator; 9) Radar
altimeter -- King KRA-10A; 10) Global position system -- King KLN-90B
with A190B remote selector; 11) Remote magnetic indicator -- King
KI-229 dual needle (ADF and VOR) with remote VOR 1, 2 or GPS selector
switch; 12) Gyro suction gauge -- airplane; 13) 1 VOR / ILS course
deviation indicators; 14) 2 NAV / COM -- King KX-165; 15) Distance
measuring equipment -- King KN-64; S mode transponder -- King KT-70;
16) Marker beacon receiver -- King KR-21; 17) Digital chronometer --
Davtron; 18) Electric trim -- On Pilots yoke for airplane and on cyclic
control for helicopter; 19) Magnetic compass with realistic turn lead
and lag; 20) Audio panel -- King KMA-24H for airplane andNAT AA94BP for
helicopter; 21) Automatic Direction Finder -- King KR-87; 22) Avionics
master switch; 23) Engine out audio -- helicopter; 24) All appropriate
airplane and helicopter engine, rotor, transmission, fuel, and oil
quantity, speed, temperature and pressure gauges; 25) Flap selector
control with position indicator -- airplane; 26) Cowl flap selector
lever -- airplane; 27) Hobbs meter; 28) Dual controls preferred; and
29) Appropriate operable circuit breakers. The flight-training device
shall be equipped with a basic visual display system. Actual Cessna and
Hughes aircraft instrument gauge clusters shall be used when possible.
4. Government Furnished Equipment (GFE): None. 5. Warranty: Venders
shall state their warranty, which shall be a minimum of one (1) year
for all parts, labor, and technical support. 6. Documentation: The
contractor shall provide one (1) set of operating, maintenance, and
parts list manuals for each simulator. 7. Installation and Training:
Vendor is responsible for delivery, installation, and initial set up at
the USBP Training Facility in El Paso, TX. Vendor shall provide
complete ground school for four (4) instructors at the time of
delivery. The ground school shall be conducted at the USBP facility and
shall include instruction on care, operation and maintenance of the
flight training device / flight simulator. 8. Delivery schedule: The
fixed wing flight training devices/ flight simulator shall be
delivered, installed and operational not later than 3 months after
award of the contract. The helicopter flight simulator shall be
delivered FOB Destination no later than nine months after award of the
contract. The provisions at FAR 15.212-1, Instructions to
Offerors-Commercial, applies to this acquisition. FAR 12.212-2,
Evaluation-Commercial Items, is applicable. Paragraph (a), evaluation
criteria is as follows: Award will be made to the most advantageous
offer to the Government, price and other factors considered. The
following factors shall be used to evaluate offers: price, technical
and past performance with technical will be equal to the sum of price
and past performance. Technical: Include a narrative explaining the
capabilities of your firm to meet the requirements of this solicitation
such as financial resources, past experience in similar work, personnel
resources within firm, integrity, facilities and/or equipment, any
literature concerning system, and certification of Level 3 compliance.
The performance standards will be gauged against AC 120-45A,
instruments and gauges will be evaluated/compared to actual instruments
and gauge representation. A flight evaluation at contractor's facility
may be conducted to evaluate for smoothness of operation, realistic
handling qualities, realistic optical quality and easy of programming,
i.e.: ease of setting approaches. Past Performance: Include a list of
prior government contacts which includes the name and phone number of
the Contracting Officer; name and phone number of bank; and other
references. THE OFFEROR SHALL INCLUDE A COMPLETED COPY OF THE
PROVISIONS AT FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items along with the firm's DUNS number. FAR
52.212-4, Contract terms and Conditions-Commercial Items, applies to
this acquisition with the following additional clauses: FAR 52.212-5,
