Notice of intent to negotiate a sole source contract with Science Applications International Corporation (SAIC) for services required in support of arms control treaties/agreements. Contractor will maintain a database relative to arms control implementation and compliance activities and analyze the data to advise the Government concerning current and potential treaty obligations and the status of implementation and compliance actions as they relate to DoD programs and actvities. The twelve (12) month period of performance is November 28, 1999 through November 27, 2000. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have forty-five (45) days, from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after forty-five (45) days, or without the required information, will be non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
