synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. All questions shall be submitted in writing to the
above Contract Specialist via email to rodger.hoover@gsa.gov.
Solicitation number TQNB-RGH-99-0010 issued as a request for proposal
(RFP). This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-12.
GSA intends to award a 12 month base year contract, with five-1 year
options. GSA intends to award multiple Government-Wide Acquisitions
(GWAC) on a Fixed-Price, Indefinite Delivery, Indefinite Quantity
(IDIQ) contract(s) basis, which will allow procurement of all of or
part of the above described services and equipment on a nonmandatory
basis by the agencies and activities named below, as a source of supply
for the supplies or services described herein, for delivery either
within the 48 contiguous States, Washington, D.C., or on a worldwide
basis. Resultant contract(s) shall also be used for delivery to Alaska,
Hawaii, the Commonwealth of Puerto Rico, and such overseas locations as
specified in each contract. (1) All Federal agencies as specified in
GSA ORDER ADM 4800.2D SUBJECT: Eligibility to use GSA sources of supply
and services which includes all activities in the executive,
legislative, and judicial branches; (2) Government Contractors
authorized in writing by a Federal agency pursuant to 48 CFR 51.1; (3)
Mixed ownership Government corporations (as defined in the Government
Corporation Control Act); (4) The Government of the District of
Columbia; (5) Other activities and organizations authorized by statute
or regulation to use GSA as a source of supply. (Questions regarding
activities authorized to use this schedule should be directed to the
Contract Specialist.) Articles or services may be ordered from time to
time in such quantities as may be needed to fill any requirement,
subject to the Order Limitations thresholds which will be specified in
resultant contracts. Overseas activities may place orders directly
with the Contractor(s) for delivery to CONUS port, a consolidation
point, or as specified in each contract. The subscriber for satellite
based wireless service shall have one number, which can be called from
anywhere dial service is available. Available features shall support
broadband distance learning services and equipment capable of
supporting the Federal Government Alliance for Training and Education
(GATE) requirements including access to the National Telecommunications
University and the Public Broadcast System, voice, paging, voice mail,
data, imaging, and facsimile. Switching among media (e.g. satellite to
cell service or cell to cell) shall be transparent to the user. Mobile
Satellite Service (MSS) (Narrow Band) is envisioned as providing users
on-demand voice and low-rate data services. Users may employ MSS to
obtain access to PSNs from locations that are not served by other
access arrangements. The Government desires a MSS that provides a
ubiquitous satellite-based full-duplex circuit switched voice and data
service, capable of supporting land mobile, maritime mobile, and
aeronautical mobile communications for MSS users. The MSS shall support
half-duplex and full-duplex data calls at rates up to at least 4.8 kb/s
for FAX and for data using wireless modems. The service shall be global
unless otherwise stated. The MSS shall be provided in accordance with
the following standards: American Mobile Satellite Corporation (AMSC)
standards for MSS, International Maritime Satellite Organization
(INMARSAT) specifications for Class B Service, and INMARSAT
specifications for Class M Service. The contractor shall provide an
end-to-end connection for all MSS calls where the satellite service
area allows connecting one MSS user, directly to another MSS user or
for calls that canbe completed by a wireline carrier where no direct
usage charges apply. These calls will not incur a transport charge. The
contractor shall provide an access connection to the FTS2001 wireline
network for calls that cannot be completed end-to-end in the manner
described above. These calls will incur a transport charge. Fixed
Satellite Service (FSS)- (Wideband) is envisioned as providing users
dedicated and reservation based voice, data, and video services. Users
may employ FSS to obtain high speed data transmission and wireless
network capabilities. In addition, users may employ FSS to obtain
multipoint transmissions between geographically dispersed locations.
The Government desires an FSS that provides satellite based
transmission of voice, data, and video traffic. The FSS shall provide
full-duplex and simplex transmissions for broadcast analog and
point-to-point digital communications. As a minimum, the contractor
shall provide FSS for both C-band and Ku-band transmissions. The
contractor shall provide an access connection for all FSS transmissions
that incur wireline transport charges. An access connection shall
connect an FSS user to either FTS2001 wireline network. The contractor
shall provide an end-to-end connection for all transmissions that do
not incur wireline transport charges. An end-to-end connection may
connect an FSS user to another FSS user, or to a non-FTS2001 service
satellite transponder (e.g., commercial broadcast television network
satellite transponder) which is properly configured. The contractor
shall define the contours of the FSS coverage. The offeror shall
provide in its proposal and the contractor shall provide and maintain
after award service coverage maps that show the satellite foot print
for the frequency band(s) for each satellite providing FSS service. FSS
shall provide space segment capacity on a full-time as well as on a
reservation basis. The following capabilities shall be supported:
End-to-End Digital Connection Capability. FSS shall provide
point-to-point and point-to-multipoint connections. FSS terminals shall
include dedicated earth stations and Very Small Aperture Terminals
(VSATs). Data transmissions shall be simplex, half duplex, full duplex,
asymmetrical or broadcast. FSS shall support Ethernet and Token Ring
LAN interconnects. FSS shall provide the following data rates: data
rates up to DS0 (4.8, 9.6, 19.2 and 56/64 kb/s), data rates up to DS1
(128, 256, 384, 512 and 768 kb/s and 1.544 Mb/s), data rates at 3.3,
4.5 and 6.6 Mb/s, and DS3 data rates; Video Transmission Capability. In
its proposal, the vendor shall describe system to detect fraud and
procedures for crediting customers for fraud and billing errors.
Equipment types offered in support of the GATE broadband distance
learning requirements shall implement a standards based replacement of
the current obsolete CLI equipment that shall not effect the GATE
community's ability to share course material. The contractor shall
provide the Federal GATE customer 24 hour, seven days a week access to
satellite space segments to accommodate broadcasts to all 50 states,
the Caribbean and international locations. SATCOM equipment shall be
hand-held, transportable (for emergency deployments or for use in
isolated areas) with organic power source (such as solar cells),
vehicular mounted, sea borne, air borne, or all the preceding equipment
types. The vendor shall propose all equipment and services commercially
available at contract award, and shall propose new equipment and
services when they become commercially available. Security encryption
of terminal devices shall be addressed as either service, equipment or
both. Contractor shall secure radio frequency links to include
communication channels and control channels. Service shall support
government owned encryption equipment to ensure end-to-end security.
Billing shall be direct to the individual ordering government entity as
specified when the service/equipment is ordered, and will be in US
Dollars. Billing format shall be as provided to commercial customers.
Payment shall be by government credit card, electronics funds transfer,
or check. Pricing shall embed a 1% General Services Administration
management fee, which shall not be itemized. As an example, if a
customer's total bill is $100, $1 will cover the service fee and $99
will cover the service/equipment. Pricing for service shall be provided
as domestic, international, or a combination of domestic and
international. The Contractor shall provide discounts for bundled
services and service and equipment combinations which provide the best
price advantages. The GSA management fee shall be remitted to GSA
(TCF) 10304 Eaton Place, Fairfax City, VA 22030 by the end of the month
following the billing date. It shall be calculated as 1% of revenues
collected from authorized government users. Ordering shall be direct by
the individual ordering government entity to the contractor. The means
of ordering shall include all of the following; electronic data
interchange, facsimile, online, electronic mail, or by telephone. Year
2000 compliance is mandatory. All systems, which interface in any way
with the customer such as billing systems, communications systems,
ordering systems, and equipment, shall continue to operate unaffected
by change of year, century digits, or leap year. The contractor shall
provide customers the following customer service as a minimum: 24-hour
per day, 7-day per week toll-free access to their customer service
center; procedures for ordering service; procedures for payment;
Government Sales contacts and telephone numbers; Pricing (with the GSA
management fee embedded). The contractor shall maintain a presence on
the WWW for access by all government users by registering the
government users .mil or .gov email address. All government users shall
have total access to the electronically maintained contract on the
contractor's website.. The WWW page(s) will provide the information
above as well as a secure ordering page. Information, which is not
unique to the government, shall be referred by a hyperlink. The
Contractor shall propose a delivery schedule for service and equipment,
which shall be at a minimum equivalent to its commercial delivery
schedule. The responsibility for marketing these services and features
to government customers lies with the contractor. The government
assumes no responsibility for short falls in sales projections.
Compliance with the latest versions of applicable standards, both
national and international, shall be required throughout the period of
the contract. The minimum Revenue guarantee is $100. The following

contractor shall provide a completed copy of Offeror Representations
and Certifications -Commercial Items (FAR 52.212-3)(Jun 1999), with
it's offer. Many of the provisions and clauses cited in this
solicitation are incorporated by reference to the appropriate section
of the Federal Acquisition Regulation (FAR) or the General Services
Administration Acquisition Regulation (GSAR). A review of these clauses
and provisions will be necessary for you to understand all aspects of

GSA a certification that 1% of the revenue generated by this agreement,
