541-3416 The U.S. Environmental Protection Agency (EPA) intends to
negotiate on a sole source basis with North Carolina State University
(NCSU), Dept. of Mechanical/Aerospace Engineering, 3211 Broughton Hall,
Campus Box 7910, Raleigh, NC 27695-7910. This sole source procurement
involves evaluating air flow distribution problems in a Rochester
exposure chamber through computational fluid dynamics (CFD) modeling.
This chamber is located at the EPA Human Studies Facility (HSF) on the
campus of the University of North Carolina at Chapel Hill (UNC). Air
flow measurements conducted in the unmodified Rochester human exposure
chamber have revealed a highly non-uniform velocity distribution. EPA,
with the support of NCSU, has conducted a number of investigations
which include CFD modeling. Services provided through this procurement
shall be to optimize the configuration of both a deflector plate used
to redistribute the incoming air flow, and the location of the test
subject within the Rochester chamber to achieve both reliable and
reproducible pollutant exposures under all reasonable chamber operating
scenarios. An additional goal of this procurement is to determine the
effect of thermal gradients due to subject-generated heat on inhaled
pollutant concentrations. The recipient of this work, therefore, must
have extensive experience in three areas: (1) flow visualization and
pressure drop experiments in a Rochester human chamber or scale model
chamber; (2) temperature, velocity, and CO tracer gas measurements in
a full-scale Rochester human chamber; and (3) computational fluid
dynamics modeling. The period of performance is expected to be from
date of award through December 10, 1999. No solicitation is available.
This notice of intent is not a request for competitive proposals. All
interested parties must identify their interest and capability to
respond to the requirement or submit proposals within 15 days of the
date of this announcement. A determination by the Government not to
compete with this proposed contract based upon responses to this notice
is solely within the discretion of the Government. Information received
will be considered solely for the purpose of determining whether to
conduct a competitive procurement. Interested vendors shall: (1)
include information on the proposed services which clearly supports the
requirements outlined above and; (2) provide itemized pricing that is
sufficient to make a determination that competition is feasible. Submit
