The U.S. Department of Energy, Nevada Operations Office(DOE/NV), intends to solicit the services of Bernhard G. Roth on a sole source basis to provide technical and advisory assistance to the Nuclear Explosive Safety Program Manager, and the Assistance Manager for National Security. This work requires that he develop and write implementation plans, orders, and procedures dealing with the technical aspects of DOE/NV Safety Programs. These programs require a knowledge of technical fields, an expertise in nuclear explosive operations and test devices, as well as historical background of the Nuclear Explosive Safety Program at the Nevada Test Site. Mr. Roth is uniquely qualified and competent to provide expert technical expertise in Nuclear Explosive Safety based on his duties as a former senior Lawrence Livermore National Laboratory (LLNL) staff member, with considerable experience in nuclear testing and safety activities. He has an established reputation as a nuclear explosive expert and has demonstratedexpert technical writing ability. As a Test Director for LLNL, he was directly responsible for he successful conduct of numerous undergroun nuclear tests at the Nevada Test Site.
