The IRS issued Request for Comments (RFC), TIRNO-99-H-00004 on 03/09/99. The purpose of the RFC was to invite the business community to review, analyze and question various aspects of the proposed solicitation for electronic asset/locator services. The responses to all questions submitted have been provided and the document QUESTIONS AND ANSWERS (Q&A's) has been posted to the IRS Procurement webpage -- http://www.procurement.irs.treas.gov.
