The Air Force Air Armament Center at Eglin AFB FL (AAC/PKZ) plans to issue a Request for Proposal (RFP) on or about 17 September 1999 to provide for non-engineering Technical and Acquisition Management Support II (TAMS 2) at Eglin AFB and other locations as required. A three-year Cost Plus Award Fee (CPAF)/Indefinite-Delivery Indefinite-Quantity (IDIQ) Task Order contract with two one-year options for approximately 340 total program man-years of effort per year is contemplated. The Government intends to award one competitive 8(a) and one small business set-aside. The small business size standard is 1000 employees (SIC code 8731). Two or more contracts may be awarded. An Ombudsman has been appointed to hear concerns from offerors and potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. All potential offerors should use established channels to voice concerns before resorting to the use of the Ombudsman. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision.
