This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a quote is being requested and a written solicitation will not be issued. Solicitation N61339-99-T-0056 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-11. The solicitation shall be awarded on a sole source basis to Hamilton Standard. The SIC Code for this solicitation is 3812 with a size standard of 750 employees. The following items are required: CLIN 0001, Services to modify 2 SH-60B Aircraft EFCS Computers to flight trainer computer (P/N: 784350-4) for use as Trainer Unique equipment on the 2F135 Operation Flight Trainer as per below: REQUIREMENTS 3.1 GENERAL. The contractor shall organize, coordinate, and control all program activities to ensure compliance with the contract requirements and the timely delivery of the required product and services. The contractor shall provide the necessary system engineering, design engineering, materials, services, equipment, facilities, testing, technical, management, logistics, manufacturing, and clerical support for the efforts described in this SOW. The contractor shall monitor the progress of all the work performed and costs incurred under the contract. 3.2 DETAILED TASKS. The contractor shall modify the SH-60B EFCS (Hamilton Standard Part Number 773500-6) and Programmable Read-Only Memory (PROM) (Hamilton Standard Part Number 798588-2) to create a TPE flight control computer for use on the SH-60B Tactical Operational Flight Trainer (TOFT). The EFCS and PROM will be provided as Government- Furnished Equipment (GFE) in accordance with the terms of the contract. The resulting TPE shall be designated with a unique part number (Hamilton Standard Part Number 784350-4). The modifications to the EFCS and work requirements are delineated the following subparagraphs: 3.2.1 EFCS PRE-MODIFICATION TESTING. The contractor shall perform operational tests on the Government-furnished EFCS computer to verify its functionality prior to modification. The contractor shall identify and log any failures and deficiencies. The contractor shall notify the Government of any identified anomalies for disposition and the associated impact on cost and schedule. 3.2.2 EFCS MODIFICATION. The contractor shall modify the EFCS to generate a new configuration for the SH-60B TOFT. The new configuration of the EFCS shall consist of a new PROM card assembly wired to the motherboard and integrated to reflect the trainer software of the Device 2FI35. The contractor shall modify the existing drawings to reflect the new configuration of the EFCS in accordance with the Contract Data Requirements List (CDRL). The contractor shall prepare updates of the Program for Automatic Test (PAT) and the Environmental Screening System (ESS) specifications in accordance with the CDRL. 3.2.3 CONTROL OF GFE. Thecontractor's quality system shall include at least the following procedures to control GFE: A.. Examination upon receipt, consistent with practicality, to detect damage in transit; B. Inspection for completeness and proper type; C. Periodic inspection and precautions to assure adequate storage conditions and to guard against damage from handling and deterioration during storage; D. Functional testing prior to installation to determine satisfactory operation; E. Identification and protection from improper use or disposition; and F. Verification of quantity. 3.2.3.1 USE OF CONTRACTOR'S TEST EQUIPMENT. The contractor's measuring and testing devices shall be made available for use by the Government when required to determine conformance with contract requirements. If conditions warrant, the contractor's personnel shall be made available for operation of such devices and for verification of their accuracy and condition. 3.2.3.2 MARKING OF GFE. The contractor shall permanently mark the modified EFCS computer with the following nomenclature: "Not for Flight Use". 3.2.4 CONTRACTOR TESTING. The contractor shall test the modified EFCS computer to ensure that the equipment performs in accordance with the SH-60B TOFT configuration. 3.2.4.1 RESPONSIBILITY OF THE TESTS. Unless otherwise specified in the contract, the contractor shall be responsible for the performance of all test requirements. 3.2.4.1.1 TEST RESOURCES AND FACILITIES. The contractor shall furnish the inspection and testing equipment and personnel for all tests required. 3.2.4.2 ALIGNMENT. The contractor shall perform all necessary equipment alignments prior to the delivery of the equipment. 3.2.5 ELECTROSTATIC DISCHARGE (ESD) CONTROL. The contractor shall ensure that ESD sensitive electrical and electronic parts, assemblies, and equipment are protected from damage due to ESD. Delivery shall be made no later than 90 days after award to Jacksonville, NC 28540 (2 each), San Diego, CA 92145 (2 each), Camp Pendleton, CA 92055 (1 each); acceptance shall be made at destination upon delivery. Delivery shall be made FOB Destination. The following FAR/DFAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.212-7001. The following subparagraphs of FAR 52.212-5(b) apply: (12), (13), (14), (15), (22) . The following subparagraphs of FAR 52.212-5(c) apply: None. The following clauses of DFARS 52.212-7001(b) and (c) apply: 252-225-7001. A completed copy of the following must be included with the quote: FAR 52.212-3 and DFARS 252.212-7000. The following clauses also apply: DFARS 252.204-7004, "Required Central Contractor Registration" and "Year 2000 Warranty -- Commercial Supply Items". The DPAS rating for this solicitation is N/A.
