The Social Security Administration intends to negotiate on a sole-source basis with Cornell University's School of Industrial and Labor Relations for the development and implementation of comprehensive Vocational Rehabilitation Training programs for SSA Employment Support Representatives (ESR) and Plan for Achieving Self Support (PASS) Specialists. The period of performance will begin September 20, 1999, and end in November of 1999. Cornell University's School of Industrial and Labor Relations is believed to be the only source capable of providing this information due to the specificity and extent of this follow-on training. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 10 days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
