This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number N00604-99-Q-0006 is issued as a Request for Quotation. These commercial items are being procured under Simplified Acquisition Procedures in accordance with FAR 13.5. This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-12 and DAC 91-13. This solicitation is a 100% small business set-aside. The standard industrial code is 3069 and the business size standard is 500 employees. SCHEDULE OF SUPPLIES/ SERVICES: This requirement is for a firm-fixed-price contract for the following: CLIN 0001 Marine Fenders, 10 feet by 16 feet, Quantity: Six (6) each. DESCRIPTION: Fenders shall have cylindrical mid-bodies with conical-shaped ends terminating in an end fitting on the cylinder's centerline at each end. Diameter of mid-body shall be a minimum of 10 feet with a minimum length of 9 feet. Conical ends shall have an angle of 60 to 75 degrees when measured from the central axis of fender. Fittings at the ends of the fender shall be connected through a central bore of the fender by a central chain, shall terminate in a fitting sized for a 2" shackle and shall swivel to allow end fitting to rotate freely on axis of fender. The length of the fender from eye to eye of end fittings shall be a minimum of 16 feet. Interior shall be filled with energy absorbing closed-cell cross-linked polyethylene foam with the following properties in accordance with ASTM D3575: Density, 3.6-4.4 lb./cubic ft; Tensile strength, 70 psi minimum; Elongation (ultimate), 150 percent minimum; Water absorption percent volume after 24-hour exposure, less than 0.07 lb./square ft. of cut surface; Continuous service temperature, -65 degrees to +210 degrees F; 50percent compressive set, 18 percent maximum. Foam core shall be homogeneous and of one piece heat laminated construction. The use of chipped or particulate foam is not acceptable. All foam used shall be traceable to the manufacturer of the foam, by means of production date and lot number. The outer skin shall be black throughout the entire thickness and shall be a minimum of 1.5 inches thick constructed of reinforced elastomer. Separate filament wraps shall be evenly distributed in the inner 75 percent to 90 percent of the coating thickness. The outer 10 percent to 25 percent of elastomer shall have no filament reinforcing. The outer 0.05" to 0.10" of the fender skin shall contain hindered amine and phenolic light stabilizers and a suitable anitoxidant. The elastomer shall be the reaction product solely of 2, 4-toluene diisocyanate, PTMEG (polytetramethylene ether glycol), and an aromatic diamine and shall meet the following unreinforced properties: Shore A. Hardness, ASTM D2240, 75 to 95; Tensile Strength, ASTM D412, 2000 psi minimum; Elongation (ultimate), ASTM D412, 300 percent minimum; Tear Strength, ASTM D624, 250 lb./inch minimum; Flex Life (Ross), ASTM D1052, 10,000 cycles minimum; Abrasion Resistance (NBS), ASTM D1630, 275 minimum. The filament wrap shall be continuous filament reinforcing wrap of filaments applied in an overlapping helical pattern, at a helix angle of 45 to 60 degrees to the longitudinal axis of the fender. A wrap shall consist of two such filament helixes of equal but opposing helix angles. The spacing between the filaments in the same helix shall be no more than 1/8 inch, measured in a direction parallel to the longitudinal axis of the fender. The wrap shall also encase the fender end fittings and secure them to the fender body for the distribution of impact loads. The reinforcing filaments shall be nylon tire cord of 2520 denier weight with the following properties: Breaking Strength, 52 pounds; Elongation (ultimate), 16 percent. The reinforcing skin shall meet the following properties, all expressed as minimums: Tensile strength, 4,500 psi, tested with longitudinal pull in the filament direction; Elongation, 16 percent; Tear Strength, 450 lb./inch full thickness specimen, ASTM D-624 Die C, with the direction of pull aligned with the filament direction. The internal chain connecting the two end fittings and the two end fittings shall be galvanized in accordance with ASTM A 123, and shall have a minimum ultimate tensile capacity of 70,000 pounds. Shackles shall have a minimum ultimate tensile capacity of 70,000 pounds. Welds shall be performed and inspected in accordance with AWS D1.1. The fender shall be designed so that, when compressed across its diameter by two parallel flat plates extending the full length and width of the fender, the fender shall absorb 1,081,000 foot-pounds of energy plus or minus 15 percent with a corresponding load of not more than 402,000 pounds plus or minus 15 percent. The energy absorption performance shall be achieved prior to the point at which the deflection of the fender exceeds 60% of its diameter. The fender shall also be designed to withstand a sustained reaction force of 360,000 pounds for duration of not less than 24 hours each occurrence for at least 200 occurrences during its 10-year life. Offeror shall submit the following for approval with the offer: Manufacturer's Catalog Data (Resilient, foam filled marine fenders, include dimensions, material specifications and method of manufacture); Design Data (Resilient, foam filled marine fenders, provide calculations including computer analysis and other design data); Test Reports (Fender compression test, Fender cyclic-compression test, Fender sustained-load test, Fender pull-through test, Elastomeric skin thickness test); Operation and Maintenance Data (Provide a data package which provides operation and maintenance data for the specified fenders). Tests shall have been performed within three years of submittal of reports for approval. WARRANTY: Offeror shall furnish the manufacturer's standard commercial warranty. The warranty shall be issued directly to the Government and shall not be limited in dollar value. DELIVERY: Fenders shall be undamaged when delivered and shall be handled and stored so as to prevent damage such as bending or abrading of end fittings or cutting of skin. Fenders shall be protected from exposure to damaging liquids, oils, and greases. Fenders shall be delivered F.O.B. Destination, inspected, and accepted at Naval Station, Port Operations, Building 147, Pearl Harbor, Hawaii 96860-6000/Mark for: BMC Smith. Delivery shall be made no later than 90 days after contract award. CONTRACT CLAUSES/PROVISIONS: The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. Addendum to Paragraph (b)(10), Past performance- Delete entire paragraph. Substitute "Past Performance will not be evaluated but will be used as a factor in determining responsibility." Offerors shall provide at least three (3) recent references for same or similar items as specified herein. Include the company or activity's name, address, phone and fax numbers, a point of contact, description and amount of contract, and date of award. Paragraph (h), Multiple awards -- Delete entire paragraph. Substitute "Single Award. The Government plans to award a single contract resulting from this solicitation." The provision at FAR 52.212-2, Evaluation-Commercial Items, applies. Addendum to Paragraph (a), Award shall be made to the responsible Offeror whose proposal is in conformance with the specifications/statement of work, in full compliance to all other requirements set forth in the solicitation and is the lowest cost or price. In the event unit price(s) and extended price(s) are ambiguous, the Government shall use the indicated unit price(s) for evaluation/award purposes. Offerors are required to complete and include a copy of the following provisions with their proposals (copies may be obtained from the POC stated herein): FAR 52.212-3, Offeror Representation and Certifications-Commercial Items; DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government intends to award on initial offers, if possible. Offerors should not assume that they will have an opportunity to revise their quotes. No order will be issued at greater than a fair and reasonable price. Offers must include their standard commercial price list with their quotes.
