authority of FAR 6.302-1, the USEPA intends to negotiate on a sole
source basis with Aldora Technologies, to acquire a total mercury
continuous emission monitoring system (Perkin-Elmer MERCEM) and an
equipment upgrade to an existing MERCEM system. The Government's
minimum requirements are as follows: (1) ability to measure total
mercury from combustion sources within a range of 0-100 ug/m3; (2)
capability of selecting multiple measurement ranges; (3) detection
limit of <2% of measurement range; (4) system must include heated
sampling probe, sample lines and pump; (5) measurement cycle time must
be within 3 minutes; (6 ) upgrade of existing system must include
system's computer hardware/software, sample delivery system, and
reducing reactor system to enable measurement of total or elemental
mercury; (7) the two systems must be totally compatible with each
other, and have capability of being operated simultaneously, in tandem,
with ability to perform speciated mercury measurements. This action is
being pursued on a sole source basis because Aldora Technologies is
the only known source capable of providing a total mercury continuous
emission monitor compatible with the existing system and upgrade for
this said system. THIS IS NOT A REQUEST FOR PROPOSALS. This acquisition
will be accomplished under FAR Part 12, Acquisition of Commercial
items. Only sources capable of fully meeting the unique technical
performance specifications/capabilities outlined above, without
exception, will be considered. A determination by the Government not to
compete this acquisition is solely the discretion of the Government.
