THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL IFNORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.*****This solicitation, #53SBNB961072, is a Request for Quotation (RFQ), Simplified Method of acquisition will be used for this procurement. . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. The associated Standards Industrial Classification Code (SIC) for this procurement is 5049, and the small business size is 500 Employees.*****The National Institute of Standards and Technology (NIST) has a requirement for an Automated Contact Angle Measuring System. The system shall meet the following requirements: General Description: Optical bench goniometer capable of measuring static and dynamic contact angles automatically. The general components in the optical system shall include: (1) motorized/remote controlled sample stage, (2) illumination and CCD camera, (3) black and white monitor/PC video digitizing board, (4) automated/remote control closing of sample fluids, and (5) software integrating automation of system with analysis of drops. Detailed Specification: (1) Sample stage shall be at least 500X200X30mm(1 x w x h) and shall be motorized with remote control of movement on all three axes (x, y, z). (2) System shall have capability of remote controlled, programmable, automated dosing of up to four liquids simultaneously (i.e., four automated syringes). Dosing needles shall be positionable on two axes (x and z). User selected drop volume shall be possible. (3) CCD camera with motorized zoom lens for automated measurement of different drop sizes. Zoom range (area) is from 2.5x3 to 15x17 mm2. (4) Video digitizing board for PC, (5) Software (PC/Windows compatible) package for fully automated measurement of static and dynamic contact angles shall include: (a) programmable for dosing up to 4 sample syringes, (b) programmable scans over customized/user-selected areas on the surface, (c) file handling and graphics capabilities including ability to display on monitor and save to disk the drop images and overlays of fitted drop outlines and tangent lines, (d) calculation of contact angle by five different fit algorithms; height/width, Young-Laplace, tangent (both sides), tangent (left side), tangent (right side), (e) ability to calculate critical surface tension for wetting and surface tension according to theories of Zisman; Owen; Wendt, Rable and Kaelbe; Wu; Schultz; and Fowkes. (f) control of optical bench, sample stage, syringes, and camera via PC through RS-232 communications ports, (g) software must calculate surface tension of liquids or interfacial tension using pendant drop methods, (h) software must be supplied with a database of common liquids including density, viscosity, surface tension, and polar and dispersive components of surface tension, (6) Keyboard and user interface to control the sample state, camera (focus, aperture, zoom), illumination, and syringes manually, (7) one day of training on the instrument. Note: User is required to supply PC running Windows. .****Delivery is required within 60 days After Receipt of Order (ARO). Delivery location is the National Institute of Standards and Technology, Receiving, 100 Bureau Drive, Gaithersburg, Maryland 20899-3574. The FOB Point shall be Destination, Gaithersburg, Maryland.****The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; *****Evaluation criteria is as follows: (a) Technical capability to meet or exceed the Government's specifications (offerors shall submit a quotation addressing all required specifications, and shall provide descriptive literature and price list for all item numbers; (b) Past Performance (offerors shall submit evidence of having produced and sold comparable units, with indication of performance success); and (c) Price. Technical evaluation criteria, when combined, are significantly more important than price.*****The Government anticipates awarding a purchase order resulting from this combined synopsis/solicitation to the responsible offeror who quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications to need.
